Bengkulu (ANTARA) - Bengkulu Governor Helmi Hasan has issued a Circular Letter (SE) containing an appeal to all regents and mayors in the province not to carry out Termination of Employment (PHK) for Pegawai Pemerintah dengan Perjanjian Kerja (PPPK), including part-time PPPK, related to budget efficiency. “It is emphasised that local governments are not permitted to dismiss PPPK on the grounds of budget efficiency or the implementation of Law Number 1 of 2022 on Financial Relations between the Central Government and Regional Governments,” said Bengkulu Governor Helmi Hasan through his circular in Bengkulu on Wednesday. SE Number B.800/1/BKD/2026 was issued on 1 April 2026 as a follow-up to the results of a virtual meeting between the Bengkulu Governor and the heads of regencies/cities. In addition, local governments are urged to take strategic steps in curbing employee expenditure while still referring to applicable provisions without sacrificing the continuity of PPPK personnel. The policy is seen as an effort to maintain workforce stability in the government environment while ensuring that public services continue to operate optimally. This is considering that PPPK play an important role in supporting bureaucratic performance in various sectors. Previously, Bengkulu Governor Helmi Hasan had emphasised preferring other options in responding to the central government’s budget efficiency regulations. Some efforts, he said, include implementing work from home (WFH) and work from anywhere (WFA), as well as streamlining Organisational Units of Regional Devices (OPD).
