BEM UBK to Challenge Police Law in Constitutional Court
The Student Executive Board of Bung Karno University (BEM UBK) is planning to submit a petition for a formal and material review of the Law on the National Police of the Republic of Indonesia (UU Polri) at the Constitutional Court.
Kurnia Arya Satya, Chair of BEM UBK’s Faculty of Social and Political Sciences, stated that his group has prepared a memorandum in preparation for the petition to the Court. “One of the articles we will challenge concerns the extension of the National Police Chief’s retirement age,” Arya said on Jalan Medan Merdeka Selatan, Central Jakarta, on Monday, 15 June 2026.
He added that BEM UBK is also considering a formal review challenge regarding the drafting process of the UU Polri, which they claim did not comply with the provisions of the Law on the Formation of Legislation (UU P3). For instance, he noted, the drafting of the UU Polri was relatively brief and lacked meaningful public participation. Moreover, the articles contained within it are not aligned with the recommendations of the Police Reform Commission.
Arya stated that the lawsuit to the Constitutional Court will be filed by BEM UBK at the conclusion of the series of demonstrations. In the coming days, BEM UBK and other groups will continue to hold protests at various points in Jakarta. “If our demands are not heeded, we will immediately file the UU Polri lawsuit,” he said.
BEM UBK is staging demonstrations under the theme “Reorganise Indonesia”. The protests carry six demands for the administration of President Prabowo Subianto. These six demands include temporarily halting and evaluating the free nutritious meal project and the Red and White Village Cooperatives; reviewing the Police Law; stopping militarism and upholding civilian supremacy; urging the government to take strategic steps to maintain the stability of the rupiah exchange rate and national economic resilience; demanding the government provide inclusive, quality, and affordable education rights for all Indonesian people; and reviewing the increase in fuel oil prices as it burdens the public.
The BEM UBK demonstration was briefly blocked in the Tugu Tani area. However, after a pushing and shoving incident, BEM UBK managed to break through the police’s human barricade to reach the protest point at the Arjuna Wijaya Horse Statue area.
The Police Bill (RUU Polri) was passed into law by the House of Representatives (DPR) at the 21st plenary meeting of the 2025-2026 Session Period on Tuesday, 9 June 2026. The bill contained 112 Problem Inventory List (DIM) items, of which 32 were permanent DIMs; 36 were editorial DIMs; 12 were substance DIMs; 24 DIMs were deleted; and there were 8 new substance DIMs.
During deliberations on 8 June 2026, the RUU Polri Working Committee and the government agreed that the retirement age limit for the National Police Chief or police officers holding four-star general ranks is 60 years. The Working Committee and the government also agreed that the retirement age limit for the National Police Chief can be extended by one year, to a maximum of 61 years. “In accordance with the needs stipulated by presidential decision,” said Deputy Minister of Law Edward Omar Sharif Hiariej.
