Bekasi Yet to Implement Dedi Mulyadi's Vehicle Tax Regulation Without ID, Why?

BEKASI, KOMPAS.com – The Bekasi City Samsat has not yet implemented the new policy from the West Java Governor Dedi Mulyadi regarding the payment of annual motor vehicle taxes without the original owner’s ID. This policy is outlined in the West Java Governor’s Circular Letter Number 47/KU.03.02/BAPENDA on the payment of annual motor vehicle taxes without the original owner’s ID. The reason for not implementing this regulation is not without cause. Although administratively located in West Java, the Bekasi City Samsat falls under the legal authority of Polda Metro Jaya. “We will wait for the legal study from Korlantas. It is currently being coordinated. The legal basis is in Perpol Number 7 of 2021 on Motor Vehicle Registration,” said Komarudin when confirmed by Kompas.com via message on Wednesday (8/4/2026). On the other hand, several Bekasi City residents admit to being confused about the policy. Siti (56), a resident of East Bekasi, says she has not fully understood the content of the regulation in question. “That can’t be done; it must be transferred. The circular letter also clarifies that (transfer of name),” said Siti. According to her, public confusion arises due to a lack of understanding of the actual content of the regulation. “In my opinion, it’s the public who lack understanding. The public doesn’t read in detail, so they interpret it that way,” she said. “So, someone else who is not the original owner can also pay the tax,” said Siti. Meanwhile, another resident, Budiman (50), says he is already aware of the policy. However, he still chooses to follow the usual administrative procedures by bringing complete documents.
