Bekasi Waste-to-Energy Project to Begin Operations in 2028
The Daya Anagata Nusantara Investment Management Agency (BPI Danantara) has revealed that the waste-to-energy facility (PSEL) in Ciketing Udik, Bantar Gebang, Bekasi, West Java, is targeted to begin operations in 2028. Construction of the facility is projected to be completed by the end of 2027 at the latest.
Danantara Chief Investment Officer Pandu Sjahrir said the project, with an investment value of Rp 3 trillion, is projected to process up to 500,000 tonnes of waste per year, or around 1,500 tonnes of daily waste generation in Bekasi. He said the agency continues to push for the completion of the clean energy project.
“We said end of 2027, early 2028,” Pandu replied when asked about the operational target for the Bekasi PSEL on the sidelines of the groundbreaking ceremony for the Ciketing Udik PSEL project in Bekasi on Wednesday (26/8/2026).
Danantara, through PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), is working with the Project Implementation Business Entity (BUPP) PT Wangneng Bekasi Environment Nusantara to manage the project. Ownership and management of the project are carried out professionally, prioritising good corporate governance principles.
The project was developed through the selection of six consortia that submitted proposals, after which two consortia passed the technical, legal, financial and environmental evaluation stages to operate the facility.
Danantara has officially inaugurated the construction of the waste-to-energy facility in Ciketing Udik, Bantar Gebang, Bekasi, West Java. The Bekasi PSEL is projected to absorb 1,000 workers and reduce carbon emissions by 640,000 tonnes of CO2 equivalent per year.
The inauguration of the second PSEL construction is part of Danantara’s efforts to carry out its mandate to manage urban waste through environmentally friendly technology as stipulated in Presidential Regulation No. 109 of 2025.
The Bekasi facility is the second project to begin construction after the start of the Denpasar Raya PSEL in July 2026. The waste to be processed will come from the Sumurbatu Final Disposal Site (TPA), which specifically accommodates waste from Bekasi.
The Bekasi PSEL is targeted to operate in mid-2028. Under Presidential Regulation No. 109 of 2025, the electricity generated will be purchased and distributed to PLN.
As part of the inauguration of the Bekasi PSEL, a Power Purchase Agreement (PPA) was signed with PT PLN (Persero). The agreement serves as the commercial basis for the absorption of electricity generated from the Bekasi PSEL facility into the PLN grid, providing certainty of offtake and long-term operational sustainability.
The PPA will be established between PLN and each PSEL BUPP at a purchase price of US$0.20 per kWh for all capacities. The Bekasi facility will process up to 1,500 tonnes of waste per day into clean energy in the form of electricity.
The Bekasi PSEL facility is targeted to process 70% of the total waste generation in the area while reducing landfill land use by up to 90%.
The Bekasi PSEL will synergise with pyrolysis waste processing technology, where accumulated waste can be processed into renewable energy in the form of fuel oil. The separate pyrolysis waste processing project is managed by the Indonesian Army.
