Bekasi Waste-to-Energy Project Design Phase Targeted for Completion This Year
PT Danantara Investment Management (DIM) has appointed the implementing partner for the Waste-to-Energy Plant (PSEL) project in Bekasi Regency, West Java. The company is also targeting the project design phase to be completed this year. DIM Investment Director Fadli Rahman said the partner selection process has been finalised and the project is now entering an accelerated construction phase.
“Today we reported to the Acting Regent of Bekasi that the partner selection process has been completed, and at the same time we conveyed the stages of acceleration towards the construction of the PSEL project,” Fadli said in Cikarang, Bekasi Regency, West Java, on Wednesday (22/7/2026).
Fadli explained that Everbright Harmony, a Chinese waste-to-energy company, has been appointed as the implementing partner for the construction of the Bekasi Regency PSEL. The appointment marks the beginning of a new phase of the national strategic project.
According to him, following the appointment of the partner, the company will begin drawing up the design, with completion targeted for this year. After that, the groundbreaking is targeted to take place at the end of 2026 or by January 2027 at the latest.
“This year we are targeting completion of the design phase, then groundbreaking at the end of 2026 or by January 2027 at the latest. The construction process is expected to take two years, so in 2029 this facility is expected to be operational,” he said.
Fadli assessed that the Bekasi Regency Government has shown a strong commitment to supporting the project, particularly through the provision of supporting infrastructure. He said intensive coordination would continue to ensure all construction stages proceed on schedule.
“We see the commitment of the Bekasi Regency Government as very strong. With this ongoing synergy, we are optimistic that the PSEL construction will proceed on target, so that the facility can soon become operational and serve as a modern and sustainable waste management solution for Bekasi Regency,” he said.
Acting Regent of Bekasi Asep Surya Atmaja said the regional government has prepared all the key requirements for the PSEL construction over the past year.
The preparations include the completion of administrative documents, the provision of five hectares of land that has become a regional government asset, and funding support of Rp 16.5 billion for land maturation works.
“We are also prioritising the widening of road access and the construction of a bridge to the PSEL site so that all the project’s needs can be met and construction can proceed according to target,” Asep said.
He stressed that the PSEL construction represents a long-term solution to address the waste piling up at the Burangkeng Final Disposal Site (TPA), which currently receives around 1,300 tonnes of waste every day.
“This is not merely about building a waste processing facility, but about building a more modern, environmentally friendly and sustainable waste management system. That is why all preparation stages must be carried out thoroughly so that project implementation runs smoothly and delivers optimal benefits for the people of Bekasi Regency,” he said.
Asep said that in the initial operational phase, the PSEL is targeted to be able to process 1,000 tonnes of waste per day. This capacity will be increased gradually in line with the readiness of the transport and operational systems.
According to him, the facility is expected to curb the ever-increasing volume of waste in line with population growth and industrial activity in Bekasi Regency.
“With the population now reaching 3.4 million people and thousands of companies operating here, the PSEL facility is a long-term solution to the waste problem in Bekasi Regency,” he said.
