Bekasi Waste-to-Energy Project Design Phase Targeted for Completion This Year

PT Danantara Investment Management (DIM) has appointed a partner for the Waste-to-Energy (PSEL) project in Bekasi Regency, West Java, and is targeting the completion of the project’s design phase this year. DIM Investment Director Fadli Rahman stated that the partner selection process has concluded and the project is now entering the acceleration phase towards construction. “Today we reported to the Acting Regent of Bekasi that the partner selection process is complete and conveyed the stages of acceleration towards the construction of the PSEL project,” Fadli said in Cikarang, Bekasi Regency, West Java, on Wednesday (22/7/2026). Fadli explained that Chinese waste-to-energy company Everbright Harmony has been appointed as the implementation partner for the Bekasi Regency PSEL development. The appointment marks the beginning of a new phase for this national strategic project. According to him, following the partner appointment, the company will commence design work with a target for completion this year. After that, the groundbreaking is targeted for late 2026 or January 2027 at the latest. “This year we are targeting the completion of the design phase, then groundbreaking by the end of 2026 or January 2027 at the latest. The construction process is estimated to take two years, so by 2029 this facility is expected to be operational,” he said. Fadli assessed that the Bekasi Regency Government has shown strong commitment in supporting the project, particularly through the provision of supporting infrastructure. According to him, intensive coordination will continue to ensure all development phases proceed on schedule. “We see that the Bekasi Regency Government’s commitment is very strong. With the synergy that continues to be fostered, we are optimistic that the PSEL development will proceed according to target so that this facility can soon operate and become a modern and sustainable waste management solution for Bekasi Regency,” he said. Acting Regent of Bekasi Asep Surya Atmaja said the local government has been preparing the main requirements for the PSEL development for almost a year. These preparations include completing administrative documents, providing five hectares of land that has become a regional government asset, and supporting financing of Rp 16.5 billion for land maturation. “We are also prioritising the widening of access roads and the construction of a bridge to the PSEL site so that all project needs can be met and development can proceed according to target,” Asep said. He emphasised that the PSEL development is a long-term solution to address the waste accumulation at the Burangkeng Final Disposal Site (TPA), which currently receives around 1,300 tonnes of waste daily. “This is not just about building a waste processing facility, but building a modern, environmentally friendly, and sustainable waste management system. Therefore, all preparation stages must be carried out thoroughly so that project implementation runs smoothly and provides optimal benefits for the people of Bekasi Regency,” he said. Asep stated that in the initial operational phase, the PSEL is targeted to process 1,000 tonnes of waste per day. This capacity will be increased gradually in line with the readiness of the transportation and operational systems. According to him, the facility is expected to reduce the volume of waste that continues to increase along with population growth and industrial activity in Bekasi Regency. “With a population now reaching 3.4 million people and thousands of operating companies, the PSEL facility is a long-term solution to the waste problem in Bekasi Regency,” he said.
