Several district heads and members of the Bekasi Regency Parliament are alleged to have received illicit payments. This is documented in the corruption indictment filed by the KPK prosecutor against businessman Sarjan.

The prosecutor alleges that Sarjan bribed Bekasi Regent for the 2025-2030 term Ade Kuswara Kunang with IDR 11.4 billion to secure government work packages for fiscal year 2025 with a contract value of IDR 107,656,594,568 (approximately IDR 107 billion).

“Between 2024 and 2025, in addition to Regent Ade Kuswara Kunang, the Defendant [Sarjan] also provided funds to other parties in connection with work packages won by companies affiliated with the Defendant,” stated the KPK prosecutor at the Corruption Crime Court (Tipikor) at the Bandung District Court on Monday (9 March).

Several parties alleged to have received funds from Sarjan include:

  1. Henri Lincoln (Head of the Water Resources, Roads and Construction Agency of Bekasi Regency) – IDR 2,940,000,000;

  2. Benny Sugiarto Prawiro (Head of the Public Works and Spatial Planning Agency of Bekasi Regency) – IDR 500,000,000;

  3. Nurchaidir (Head of the Housing, Settlement and Land Agency of Bekasi Regency) – IDR 300,000,000;

  4. Imam Faturochman (Head of the Education Agency of Bekasi Regency) – IDR 280,000,000;

  5. Yayat Sudrajat alias Lippo – IDR 1,400,000,000;

  6. Jejen Sayuti (Member of the West Java Regional Parliament for the 2019-2024 term and father-in-law of Ade Kuswara) – IDR 621,000,000;

  7. Nyumarno (Member of the Bekasi Regency Parliament) – IDR 750,000,000;

  8. Aria Dwi Nugraha (Vice Chair of the Bekasi Regency Parliament) – IDR 700,000,000;

  9. Hamid (General Bureau of Bekasi Regency Government) – IDR 150,000,000;

  10. Hadi (Head of the Technical Implementing Unit District 1 of Bekasi Regency) – IDR 200,000,000.

Among the projects obtained by Sarjan are the comprehensive rehabilitation of Pantaimakmur 01 State Elementary School with a contract value of IDR 2,230,063,671; improvement of Cikarageman environmental road P2WKSS IDR 1,747,402,600; and improvement of environmental drainage in Graha Mustika Media IDR 1,385,842,500.

The prosecutor stated that the allocation of government work packages in goods and services procurement within the Bekasi Regency administration contravenes the obligations of Ade Kuswara as a state administrator as regulated under Article 5 paragraphs 4 and 6 of Law of the Republic of Indonesia Number 28 of 1999 concerning the Administration of a Clean State and Free from Corruption, Collusion and Nepotism (KKN).

Additionally, Articles 67(e) and 76(1)(a) and (e) of Law of the Republic of Indonesia Number 23 of 2014 concerning Regional Government, and Article 7(1)(h) of Presidential Regulation Number 16 of 2018 concerning Government Goods/Services Procurement.

Sarjan is accused of violating Article 5(1)(a) or Article 5(1)(b) or Article 13 of the Law on Eradication of Corruption Offences (Tipikor Law) read together with Article 127(1) read together with Article 618 of Law Number 1 of 2023 concerning the Criminal Code.
