Bekasi Regent Ade Kunang Charged with Accepting Rp11 Billion Bribe, Father Rp1 Billion

Bekasi Regent for the 2025-2030 period, Ade Kuswara Kunang, is charged with receiving bribes amounting to Rp11.4 billion from businessman Sarjan (prosecuted in a separate case file). The money was received by Ade Kuswara through several intermediaries, including Rp1 billion via the Head of Sukadami Village in South Cikarang sub-district, HM Kunang alias Abah Kunang; Rp3.3 billion via witness Sugiarto; Rp5.1 billion via witness Ricky Yuda Bahtiar alias Nyai; and Rp2 billion via Rahmat bin Sawin alias Acep. “He has committed several criminal acts that must be regarded as separate offences, receiving Rp11,400,000,000 from Sarjan, a businessman or entrepreneur in the Bekasi area,” stated the KPK prosecutor in the indictment read at the Corruption Court (Tipikor) at the Bandung District Court on Monday (4/5). Meanwhile, Ade Kuswara’s father, Abah Kunang, is charged with receiving a Rp1 billion bribe from an individual named Iin Farihin. The bribe receipts are alleged to have occurred from December 2024 to December 2025 at locations including Lippo Cikarang, McDonald’s Restaurant in Bekasi Regency, Sarjan’s house in Kampung Gabus Singkil, the Bank Jabar Banten (Bank BJB) branch at the Bekasi Regency Government Office, Summarecon Mall Bekasi, the office of PT Komala Ageng Langgeng Perkasa, a rest area on the Cipularang Toll Road, Bebek Kaleyo in Lippo Cikarang Bekasi, the North Tambun Gabus Toll Gate, the 8 Delta Silicon 8 area in Lippo Cikarang, and Cicau Village in Bekasi Regency. Prosecutors allege that Ade Kuswara knew or should have known that the money was given so that he and Abah Kunang could arrange several 2025 fiscal year work packages in the Bekasi Regency Government to be won by companies owned by or affiliated with Sarjan. Sarjan is the Director of PT Zaki Karya Membangun and owner of CV Mancur Berdikari, CV Barok Kostruksi, CV Lor Jaya, CV Singkil Berkah Anugerah, and PT Tirta Jaya Mandiri. The case began when Sarjan, in December 2024, learned of the quick count results declaring Ade Kuswara the winner of the Simultaneous Regional Election for Bekasi Regency Regent for 2025-2030. Sarjan then met Sugiarto and requested an introduction to Ade Kuswara with the aim of obtaining work packages within the Bekasi Regency Government. At Gahyo Restaurant in Lippo Cikarang, Jalan M.H Thamrin, Sarjan, along with witnesses Yayat Sudrajat and Sugiarto, met Ade Kuswara to congratulate him and apologise for not supporting him during the campaign. Sarjan stated his readiness to support the Bekasi Regency Government’s development programmes. “That on 16 December 2024 at McDonald’s Restaurant in Bekasi Regency, Sarjan handed over Rp500,000,000 to the defendant I Ade Kuswara Kunang via Sugiarto for the operational costs of Ade Kuswara Kunang’s inauguration as Regent of Bekasi Regency,” the prosecutor revealed. Then, on 19 January 2025, Sarjan handed over Rp1 billion to Ade Kuswara via Sugiarto at his house, used to fund Ade Kuswara’s umrah pilgrimage. In February 2025, Sarjan met Ade Kuswara and requested several work packages within the Bekasi Regency Government. In response, Ade Kuswara asked Sarjan to meet his father, Abah Kunang, as he was involved in arranging contractors for work packages in the regency’s government departments. In short, they held several meetings, and money was handed over. “Regarding the money receipts by defendant I Ade Kuswara Kunang together with defendant II Abah Kunang, Sarjan obtained work packages within the Bekasi Regency Government using his companies, namely PT Zaki Karya Membangun, CV Mancur Berdikari, CV Barok Kostruksi, CV Lor Jaya, CV Singkil Berkah Anugerah, PT Tirta Jaya Mandiri, and other companies borrowed by the defendants, with a total contract value of Rp107,656,594,568,” stated the prosecutor. For their actions, Ade Kuswara and Abah Kunang are charged with violating Article 12 letter a or Article 12 letter b in conjunction with Article 18 of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 20 letter c in conjunction with Article 127 paragraph 1 of Law Number 1 of 2023 on the Criminal Code (KUHP). Or Article 606 paragraph 2 in conjunction with Article 20 letter c in conjunction with Article 127 paragraph 1 of the KUHP Law in conjunction with Article VII number 49 of Law Number 1 of 2026 on Penalty Adjustments in conjunction with Article 18 of the UU Tipikor.
