Bekasi City Samsat Yet to Implement Tax Payment Without Original Owner's ID, Residents Cite Minimal Socialisation

BEKASI, KOMPAS.com – The Samsat office in Bekasi City has not yet enforced the new West Java provincial government policy regarding annual motor vehicle tax payments without the original owner’s ID. The policy is outlined in the Governor of West Java’s Circular Letter Number 47/KU.03.02/BAPENDA on annual motor vehicle tax payments without the original owner’s ID. The non-implementation of this regulation is not without reason. Although administratively located in West Java, the Bekasi City Samsat falls under the legal authority of Polda Metro Jaya. “We are waiting for the legal review from Korlantas. It is currently being coordinated. The legal basis is in Perpol Number 7 of 2021 on Ranmor Registration,” said Komarudin when contacted by Kompas.com via message on Wednesday (8/4/2026). On the other hand, several Bekasi residents admit to being confused about the policy. Siti (56), a resident of East Bekasi, says she does not yet fully understand the content of the regulation in question. “That can’t be done; it must be transferred. The circular letter also clarifies that (transfer),” Siti stated. According to her, public confusion arises from a lack of understanding of the actual content of the regulation. “In my opinion, it’s the public that lacks understanding. The public doesn’t read it in detail, so they interpret it that way,” she said. “So, someone other than the original owner can also pay the tax,” Siti added. Meanwhile, another resident, Budiman (50), says he is already aware of the policy. However, he still chooses to follow the usual administrative procedures by bringing complete documents.
