The policy is outlined in the Governor of West Java’s Circular Letter Number 47/KU.03.02/BAPENDA on annual motor vehicle tax payments without the original owner’s ID. The non-implementation of this regulation is not without reason. Although administratively located in West Java, the Bekasi City Samsat falls under the legal authority of Polda Metro Jaya. “We are waiting for the legal review from Korlantas. Meanwhile, another resident, Budiman (50), says he is already aware of the policy. However, he still chooses to follow the usual administrative procedures by bringing complete documents.
