Bekasi City Government Bans Civil Servants from Creating Content in Official Uniforms
Acting Mayor of Bekasi Abdul Harris Bobihoe has issued a circular concerning the prohibition for state civil apparatus (ASN) to create content wearing official uniforms and attributes. The circular is numbered 800.1.6/2668/BKPSDM.PKA concerning the Enforcement of Ethics and the Prohibition of Improper Use of Social Media for State Civil Apparatus within the Bekasi City Government. Mayor Abdul Harris signed the circular directly on Monday, 8 June 2026. “In order to maintain the dignity, integrity, professionalism, neutrality and image of the state civil apparatus within the Bekasi City Government. And to realise the wise, responsible use of social media, in accordance with ethical norms and the provisions of laws and regulations,” Abdul stated in the circular seen on Tuesday (9/6/2026). In the circular, Abdul stipulated the use of social media for Bekasi City Government ASN. Firstly, the obligation for ASN employees to use social media politely, responsibly, maintaining ethics, norms of decency, and the good name of the Bekasi City Government. “Maintaining ethics in digital communication and being a role model in the use of social media, supporting the dissemination of positive government information, maintaining the neutrality of ASN in accordance with applicable regulations,” he said. The Bekasi City Government prohibits ASN from sharing, disseminating, or creating content containing elements of hate speech, pornography, gambling, violence, provocation, hoaxes, and SARA (ethnicity, religion, race and inter-group). Bekasi City Government ASN are also prohibited from creating content that contradicts the provisions of laws and regulations. “(Prohibited from) using official attire, official attributes, office facilities, agency logos or local government symbols for personal interests, entertainment, promotional endorsements, or content unrelated to official duties,” he explained. Bekasi City Government ASN are also prohibited from engaging in social media activities during working hours that disrupt the performance of duties and services to the public. Heads of regional apparatus are responsible for the supervision, guidance, and control of the use of social media by ASN in their respective work units. “And if violations are found, they must follow up according to the mechanisms and provisions of applicable laws and regulations,” he concluded.
