The government has designated waste-to-energy processing projects (PSEL) in Bekasi, Bogor Raya, and Denpasar Raya as National Strategic Projects (PSN). The designation is expected to accelerate the construction of waste processing facilities while supporting the reduction of urban waste piles and the development of renewable energy.

The designation refers to Coordinating Ministry for Economic Affairs Regulation Number 16 of 2025, which includes the Integrated Waste Management Programme on the PSN list. The three projects constitute the first wave of construction for environmentally friendly technology-based waste-to-energy processing facilities.

Chief Executive Officer of PT Danantara Investment Management (DIM) Pandu Sjahrir stated that the PSN status indicates waste management has now become a government priority agenda. “Besides contributing to solving urban waste issues, these projects are also expected to support increasing the renewable energy mix, reducing emissions, and building more sustainable urban infrastructure,” Pandu said in a written statement on Wednesday (10/6/2026).

According to Pandu, the PSEL projects in Bekasi, Bogor Raya, and Denpasar Raya are expected to become the initial foundation for developing a waste-to-energy ecosystem in Indonesia. In addition to reducing dependence on final processing sites (TPA), these facilities are also expected to convert waste into an energy source with economic value.

The PSN status was granted through a National Strategic Project Certificate issued by the Committee for the Acceleration of Priority Infrastructure Delivery (KPPIP) of the Coordinating Ministry for Economic Affairs to the respective project development and management business entities. The three projects that obtained PSN status are PSEL Bekasi City, managed by Bekasi Environment Nusantara; PSEL Bogor Raya, managed by Nusantara Bogor New Energy; and PSEL Denpasar Raya, managed by Nusantara Bali New Energy.

With PSN status, the projects will receive cross-ministerial and institutional coordination support, including facilitation to resolve obstacles arising during the construction process.

Chief Executive Officer of Daya Energi Bersih Nusantara (Denera) Fadli Rahman said the PSN status is a significant step in accelerating the construction of waste-to-energy facilities in Indonesia. “This PSN designation shows that waste management through PSEL is no longer just a regional need but part of the national strategic interest,” Fadli stated.

The government is currently pushing for accelerated waste handling through various approaches, including processing waste into energy. This step is also reinforced through Presidential Regulation Number 109 of 2025 concerning the acceleration of waste-to-energy processing based on environmentally friendly technology. The presence of PSEL facilities is considered one solution to reduce the ever-increasing waste piles in urban areas while supporting national targets for greenhouse gas emission reduction and renewable energy development.
