Behind the Lenteng Agung Road Repair, a Boundary Marker is Written
The repair of potholes in the Lenteng Agung area of South Jakarta has become a talking point. In a viral video, the road was marked with the boundary sign ‘Depok’ after the repair was completed. Based on observations at Jalan Raya Lenteng Agung, South Jakarta, on Sunday (14/6/2026), the repair location is precisely under the University of Indonesia flyover, on the road leading to the university or the U-turn towards Jakarta. The previously damaged road has been resurfaced with asphalt. In the middle of the newly paved section, there is a sign reading ‘Depok Jabar’, indicating the area is no longer part of South Jakarta. Beyond this sign, the asphalt repair stops. The potholes in both directions, towards Jakarta and Depok, have been patched with asphalt. The Jalan Raya Lenteng Agung section leading to the UI access road falls under the authority of the DKI Jakarta Provincial Government. Rifky Rismal, Head of the South Jakarta Bina Marga Sub-department, stated that the Depok City Government carried out the resurfacing and wrote the boundary marker. He acknowledged that road repairs at administrative borders often face obstacles. ‘The Depok City Government has now carried out the resurfacing and also made the boundary writing on the road. Indeed, in border areas, there are often obstacles in road repair,’ Rifky said when contacted. ‘Because the budgeting by the two local governments is not done simultaneously,’ he added. Rifky emphasised that he never directed the placement of a territorial marker during the repair, as the boundary is already clear. According to regulations, a local government cannot carry out work outside its own territory. ‘I never ordered the making of such markings because the boundary markers already exist. However, according to the rules, we cannot enter and carry out work outside our territorial boundaries,’ he said. Rifky explained that working outside one’s jurisdiction would result in a reprimand from the Supreme Audit Agency (BPK). ‘If we work outside our territory, we will be reprimanded by the BPK, and the minimum risk is the return of state funds,’ he concluded. It is noted that provisions regarding the budget for public road construction are regulated in Article 33, Paragraph 1 of Law Number 22 of 2022 (the second amendment to Law Number 38 of 2004 on Roads), which stipulates: ‘The budget for the construction of Public Roads is the responsibility of the Central Government, Regional Governments, and Village Governments according to their authority.’ Repairing a road belonging to another local government without permission risks violating Law Number 2 of 2022 on Roads (amending Law Number 38 of 2004). ‘The financing of public road construction is the responsibility of the Government and/or regional governments according to their respective authorities,’ reads Article 30 of Law Number 38 of 2004 on Roads.
