A foreign national (WNA) with the initials CH (50), involved in the alleged kidnapping case in Ancol, North Jakarta, had previously worked as a salesman at one of the companies in Jakarta before “switching tracks” to produce etomidate vapes.

The head of the Narcotics Unit at the North Jakarta Metropolitan Police Resort, AKBP Ari Galang Saputra, stated that the production of etomidate vapes had been ongoing for about three months.

“However, because there were friends who might have invited him to commit the act, that’s why he changed to producing etomidate vapes,” he said during a press conference at the North Jakarta Metropolitan Police Resort headquarters on Wednesday (13/5/2026).

CH is said to have produced the etomidate vapes himself, from mixing the ingredients, cooking the liquid, to inserting it into ready-to-sell cartridges.

Galang said that CH obtained the raw materials for the etomidate vapes from China, delivered by two fugitives with the initials AF and AW.

“After arriving, the raw materials were immediately given to CH. CH then directly used or produced or cooked what had been prepared beforehand,” he said.

“From the beginning, he made the composition, put it in a measuring glass, started cooking, mixing, until inserting it into the cartridge; all those roles were handled by CH,” he added.

During the case investigation, the police also found a journal containing instructions for making etomidate liquid in a foreign language.

CH has been charged under Article 119 Paragraph 2 of Law No. 35 of 2009 on Narcotics, as well as several articles in the Criminal Code related to the production and distribution of Class II narcotics.

For context, the police uncovered an apartment in North Jakarta that was used as a location for a home industry or home-based manufacturing of vapes containing etomidate.

The revelation stemmed from the discovery of hundreds of etomidate vape cartridges at the site of an alleged kidnapping of a minor by a foreign national with the initials CH (50) in Ancol, North Jakarta, on Saturday (25/4/2026).
