Baznas and Bappenas Strengthen Synergy to Optimise Indonesia's Zakat Potential
The National Amil Zakat Agency (Baznas) of Indonesia, together with the Ministry of National Development Planning (PPN)/National Development Planning Agency (Bappenas), continues to strengthen synergy in efforts to optimise the national zakat potential of Rp327 trillion and to promote the integration of zakat into national development planning.
Baznas RI Chairman Sodik Mudjahid stated that optimising the zakat potential is one of the President’s mandates that needs to be realised immediately. He mentioned that the national zakat potential is estimated to reach Rp327 trillion.
“There are several directives from the President for us (zakat managers), including optimising the zakat potential, integrating Baznas data and programmes with various parties, strengthening Zakat Collection Units (UPZ) up to the village and sub-district levels, and digitalising zakat management,” Sodik explained.
Furthermore, Sodik conveyed that in the future, there will also be plans to revise the Zakat Law to strengthen policy integration. He also appreciated Bappenas for having established zakat as part of national development planning.
“Zakat has begun to become part of the mainstream national economy. Therefore, stronger coordination and integration with various cross-sectoral parties is needed, including with the Ministry of PPN/Bappenas and BPS, particularly in terms of data, programmes, and policies, including plans to revise the Zakat Law,” he said.
Meanwhile, Minister of PPN/Head of Bappenas Rachmat Pambudy stated his readiness to support Baznas’s efforts in increasing national zakat collection, with a target growth of up to 100%.
He revealed that the zakat potential in Indonesia is estimated to reach Rp327 trillion, but its realisation is only around 10%. “Thus, there is an opportunity to increase the achievement to 20 to 30%. Even an increase from 10% to 20% alone would mean a 100% increase,” he said.
He assessed that zakat plays an important role in driving economic growth and community welfare, so systematic steps are needed. “The approach is not only from the sharia side, but also governance, technology, and policy, including empowerment programmes and regulations,” he said.
Rachmat also encouraged mapping asnaf mustahik based on the National Single Socio-Economic Data (DTSEN) as a reference for national zakat distribution to make it more targeted.
“The development of the collaborative ZISWAF Indonesia Emas programme will also continue to be strengthened with a focus on the education, health, housing, community empowerment, and social protection sectors,” he said.
On that occasion, BPS Head Amalia Adininggar Widyasanti expressed her agency’s readiness to synergise in strengthening data integration and more comprehensive mapping of zakat potential.
“We are ready to follow up. Zakat potential needs to be calculated more deeply and granularly, for example based on the number of Muslim population and zakat obligors,” said Amalia.
She added that BPS together with Baznas will update the zakat potential calculation through surveys or censuses in 2026 to produce more accurate data.
“In the future, we can also provide desile-based information to map mustahik, so that zakat distribution is more targeted,” she said.
