The increasing national energy demand is accelerating the utilisation of new and renewable energy. One of its main pillars is hydroelectric power, which harnesses water flow sustainably. In Sumatra, the presence of the Batangtoru Hydroelectric Power Plant is a strategic focus in supporting energy security while maintaining regional electricity system stability.

Manager of Design Construction at PT North Sumatera Hydro Energy, Arwan Kahfi, explained that operating a hydroelectric plant requires very thorough preparation. Before entering the operational phase, every stage, from infrastructure and system testing to safety standards, must be ensured to meet strict regulations. “This readiness includes not only infrastructure and equipment, but also various supporting aspects that are part of the entire development process,” Kahfi said.

The Batangtoru Hydroelectric Plant is designed as the largest capacity power plant in Sumatra using a Run-of-River system. Unlike conventional reservoirs, this system is equipped with daily pondage, allowing the flow of the Batang Toru River to be optimally regulated to generate large amounts of power.

A prominent technical advantage is its high ramping rate capability. This characteristic makes the plant highly responsive in rapidly increasing power output when the electricity system requires a sudden additional supply. “The high ramping rate capability allows the plant to operate immediately when needed, thus playing a role in supporting the reliability and stability of the electricity system,” Kahfi added. This is crucial, reflecting on the blackout event in Sumatra at the end of May, where the presence of a responsive power plant was essential for gradual system recovery.

Beyond the technical aspects, PT NSHE emphasised that the development of the Batangtoru plant goes hand in hand with environmental management and community empowerment. The use of a daily pondage system allows the reservoir inundation area to be much smaller compared to an annual reservoir, thereby minimising environmental impact without reducing generation capacity.

The presence of this hydroelectric plant is also a concrete step in decarbonising Sumatra’s energy sector, which is currently still dominated by fossil fuel-based power plants, particularly coal. With the operation of the Batangtoru plant, the potential reduction in greenhouse gas emissions is estimated to reach 1.9 million tonnes of CO2 per year. “The development of the Batangtoru Hydroelectric Plant is part of an effort to provide new and renewable energy that is responsible, sustainable, and mindful of the balance between development and the environment,” Kahfi concluded. Through this project, PT NSHE hopes to provide long-term benefits for the surrounding community while strengthening the backbone of the national electricity system through the provision of reliable clean energy.
