Batam Government Partners with Dalle Energy to Build 300 MW Gas-Fired Power Plant
The Batam municipal government has welcomed the construction of the Batam 3 and Batam 4 Gas and Steam Power Plant (PLTGU) with a total capacity of 2 x 150 megawatts (MW) or 300 MW. The additional electricity capacity is deemed crucial for strengthening the reliability of the electrical system whilst enhancing investment competitiveness in Batam City. The commitment was marked by the signing of a Power Purchase Agreement (PJBTL) between Dalle Energy Batam and PLN Batam at the Tanjung Kasam Auditorium, PLN Batam Corporate Office, on Thursday, 16 July 2026. The agreement was signed by Dalle Energy Batam President Director Imron Gazali and PLN Batam President Director Kwin Fo, and witnessed by the Swedish Ambassador to Indonesia, H.E. Daniel Blockert. Batam City Regional Secretary Firmansyah, who attended the event, expressed appreciation to the Swedish Government for its support in developing the energy sector in Batam. “On behalf of the Batam City Government, we welcome His Excellency the Swedish Ambassador to Indonesia, H.E. Daniel Blockert. Thank you to the Swedish Government for collaborating and contributing to supporting investment in Batam City,” said Firmansyah. According to Firmansyah, the availability of reliable electricity supply is one of the main factors in driving investment growth and regional development. Energy demand in Batam is expected to continue rising in line with the rapid development of the industrial sector, digital zones, and various other strategic projects. He added that the additional 300 MW of electricity capacity would strengthen Batam’s development under the leadership of Mayor Amsakar Achmad and Deputy Mayor Li Claudia Chandra. The government is also continuing to encourage investment, including the development of the Nongsa Digital Park as a data centre hub. “This additional electricity supply will further boost investor confidence to invest in Batam. The reliability of electricity and water supply is a key advantage that Batam possesses in supporting the investment climate,” he said. PLN Batam President Director Kwin Fo stated that Batam currently holds a strategic position with growth in the industrial sector, investment, digital zones, and increasing public electricity needs. To address this, PLN Batam continues to strengthen the electricity system from generation, transmission, and distribution to improving service quality for customers. “The signing of this power purchase agreement is a strategic step to strengthen the reliability of Batam’s electricity system. This is also part of PLN Batam’s commitment to supporting economic growth and creating a conducive investment climate,” said Kwin Fo. With the additional 300 MW of electricity capacity through the Batam 3 and Batam 4 PLTGU project, Batam is expected to be better prepared to accommodate investment growth, strengthen industrial zones, and support the development of the digital economy as one of the city’s leading sectors.
