Basuki Reveals Progress of Nusantara Capital City (IKN) Projects
The Nusantara Capital City (IKN) Authority has confirmed that the first phase (batch 1) of construction has been fully completed. With the main roads now finished, the government is focusing on the legislative and judiciary areas as part of preparations to make IKN the political capital by 2028.
Head of the IKN Authority, Basuki Hadimuljono, stated that the authority’s spending realisation for 2025 reached Rp8.51 trillion, or 94.13% of the Rp9.04 trillion budget ceiling. Capital expenditure dominated this figure, amounting to Rp7.66 trillion, which was used to complete various development projects in IKN.
‘The realisation of spending for the 2025 fiscal year was dominated by capital expenditure of Rp7.66 trillion, which was used to complete the construction of IKN, including batch 1 in 2025 which is now 100% complete. Batch 1 consisted of the main roads,’ Basuki said during a working meeting with Commission II of the Indonesian House of Representatives (DPR) at the parliament complex in Jakarta on Thursday (16/7/2026).
‘Batch 2, under the 2025-2027 scheme, involves building the ecosystem of buildings and the construction of legislative and judiciary offices,’ he continued. He explained that the batch 2 development will run until 2027 and includes the construction of buildings for legislative and judiciary institutions along with their supporting areas.
When met after the meeting, Basuki said the progress of the legislative and judiciary complex construction has currently reached around 15%. In the near future, the IKN Authority will also tender the construction of housing for the state apparatus who will be stationed in the area.
‘Yes, we are continuing to do that… preparing the infrastructure first. The judiciary and legislative areas are currently progressing at around 15% overall, and we will tender the housing this week,’ Basuki explained. According to him, the ongoing construction currently covers the office buildings and the surrounding areas. The next stage, which is the construction of housing, will begin soon alongside the finalisation of supporting regulations.
Basuki confirmed that the construction of the legislative complex will be accelerated until the end of 2027. The project, which began in 2025, is part of the government’s target to prepare IKN as the centre of political governance. ‘Yes, 2027… from 2025, 2026, to 2027,’ he said.
He detailed that the judiciary area being built includes the Supreme Court (MA), the Constitutional Court (MK), the Judicial Commission (KY), along with their housing and surrounding areas. Meanwhile, the legislative area will encompass the DPR, MPR, DPD buildings, a plenary session hall, and housing for officials and staff.
On the other hand, Basuki revealed that public transport in IKN will initially rely on a fleet of electric buses. The government currently has no plans to build rail-based transport modes such as LRT or MRT. ‘Yes, buses, just electric buses. As for LRT/MRT, not yet,’ he said.
