Based on Law No. 22/1999, the formation of Riau Islands province
rests on approval from the governor and legislature of the Riau
mainland, along with an assessment evaluating the islands'
economic potential, cultural and political climate, as well as
population and geographic size. Final requirements are
recommendations from the Regional Autonomy Board (DPOD), and
founding legislation.
