Jakarta (ANTARA) - Basarnas has taken a tactical step by shifting the allocation of internal expenditure to strengthen funding for the Technical Search and Rescue (SAR) Programme sector for the 2027 fiscal year. Basarnas Principal Secretary Abdul Haris, during a hearing with House of Representatives Commission V in Jakarta on Wednesday, stated that the inter-programme adjustment formulation had been submitted through a tripartite meeting mechanism with the Ministry of National Development Planning (Bappenas) and the Ministry of Finance. “This step of shifting the functional budget allocation was taken without altering the agency’s initial indicative ceiling, to ensure the effectiveness of life-saving operational preparedness in the field is maintained,” he said during the meeting chaired by Commission V Chairman Lasarus. Haris explained that the shift formula technically cuts the allocation for the Management Support Programme, which was originally budgeted at Rp867.13 billion, to Rp848.88 billion in the latest draft proposal. The injection of funds into the technical programme will subsequently be absorbed to oversee eight core activity clusters, including infrastructure management, potential development, operations management, communication systems, and SAR information technology training. This efficiency measure was forced after Basarnas only secured an indicative ceiling of Rp1.25 trillion for 2027, whereas the institution’s projected ideal requirement for national disaster management reaches Rp3.86 trillion.
