Bareskrim submits red notice for Pak Cik, meth supplier in 'The Doctor' network

The Directorate of Narcotics Crime of the Indonesian National Police’s Criminal Investigation Department (Bareskrim Polri) has applied for the issuance of a red notice against Lukmanul Hakim, alias Pak Cik, Hendra and Pak Haji. Pak Cik is believed to be the controller and principal supplier of methamphetamine and etomidate behind Andre ‘The Doctor’‘s network in Indonesia. ’We have filed an application for the issuance of a red notice through Divhubinter Polri against the DPO Lukmanul Hakim alias Hendra alias Pak Haji,’ said Director of Narcotics Crime (Dirtipidnarkoba) Brigadier General Eko Hadi Santoso, in a statement on Wednesday (20/5). Eko explained that Pak Cik is an Indonesian citizen from Aceh currently detected in Malaysia. However, his nationality status has since changed to that of Saint Kitts and Nevis. ‘Lukmanul Hakim is the DPO of the National Narcotics Agency (BNN RI) in relation to money-laundering offences connected to narcotics,’ Eko said. Eko revealed that a banking transaction analysis against the Pak Cik drug-network accounts shows a total of 14,961 transactions with a value of Rp464 billion across four accounts held in trust between 28 December 2018 and 31 March 2026. Meanwhile, according to Andre ‘The Doctor’, he last met Pak Cik in 2024. ‘The person is suspected of having undergone facial plastic surgery, resulting in differences with the photo shown by investigators,’ Eko said. On that basis, Subdit IV Dittipidnarkoba Bareskrim Polri, in cooperation with Bareskrim Polri’s Pusident, carried out a facial sketch of Lukmanul Hakim on Monday (18/5). ‘We prepared a DPO sheet attaching three photos: one pre-surgery photo and the sketch of the post-surgery face,’ he said. Eko further added that the police will also seek assistance from the Royal Malaysian Police (PDRM) for pursuit of Pak Cik through the police-to-police cooperation mechanism. ‘We have also sent a police-to-police arrest assistance request letter to PDRM Malaysia for the DPO Lukmanul Hakim alias Hendra alias Pak Haji alias Pak Cik,’ he said. Earlier, drug lord ‘The Doctor’ alias Charlie alias Andre Fernando was arrested by a joint team while with a Kazakhstani woman at the Crowne Plaza Penang, Malaysia, on Sunday (5/4) at around 14:30 local time. Andre is the DPO in a narcotics case involving drug lord Koh Erwin. The Koh Erwin case also implicated former Bima Kota Police Chief AKBP Didik Putra Kuncoro and former Head of Narcotics Unit of Bima Kota AKP Malaungi. Andre is said to be a figure who supplied the meth bought by Koh Erwin for distribution in the Bima, NTB region. Koh Erwin is known to have conducted two transactions with Andre in January 2026. The first transaction was Rp400 million for 2 kg of meth. The second Rp400 million for 3 kg. In addition, Andre also played a role as a supplier or controller of illegal narcotics at Whiterabit, nicknamed ‘Charlie’.
