Bareskrim seeks Interpol Red Notice against meth supplier known as 'The Doctor'

Jakarta (ANTARA) - The Directorate of Narcotics Crime (Dittipidnarkoba) of the Indonesian Police’s Criminal Investigation Agency (Bareskrim) has submitted an application for an Interpol Red Notice against the drug supplier of methamphetamine to Andre Fernando, alias ‘The Doctor’, namely Lukmanul Hakim alias Hendra alias Pak Haji.

“Submitting an application for a Red Notice through Divhubinter Polri against the DPO Lukmanul Hakim alias Hendra alias Pak Haji,” said the Director of the Directorate of Narcotics Crime (Dirtipidnarkoba) of Bareskrim Polri, Brig. Gen. Eko Hadi Santoso, in a statement received in Jakarta, on Wednesday.

He explained that Lukmanul Hakim is an Indonesian citizen from Aceh who is suspected to be a drug trafficker in an international Malaysia-Indonesia network.

“Lukmanul Hakim is suspected to play the role of controlling narcotics distribution within the network of Andre Fernando alias The Doctor,” he said.

He noted that according to Andre, the five kilograms of meth distributed by drug trafficker Erwin Iskandar alias Koko Erwin were obtained by Andre from Lukmanul Hakim.

Furthermore, it is known that Lukmanul Hakim resides in Malaysia and is suspected to have changed his nationality to Saint Kitts and Nevis, a Caribbean island nation.

“According to Andre, Lukmanul Hakim is a DPO of BNN RI related to a narcotics money-laundering case,” he said.

As for Andre, he continued, he last met Lukmanul Hakim in 2024.

“Lukmanul Hakim is suspected to have undergone plastic surgery on his face, resulting in differences with the photo shown by investigators,” he said.

Furthermore, Eko disclosed that based on banking transaction analysis on the accounts of the narcotics syndicate network connected to Lukmanul Hakim, the total transaction volume from four front accounts from 28 December 2018 to 31 March 2026 reached 14,961 transactions with a value of Rp464,144,761,398.46.

As a follow-up, in addition to submitting the Red Notice application, Dittipidnarkoba also sent a police-to-police assistance request to Malaysia’s PDRM for Lukmanul Hakim.

In addition, Dittipidnarkoba Bareskrim Polri, in cooperation with Pusident Bareskrim Polri, prepared a facial sketch of Lukmanul Hakim, the suspected DPO, after the plastic surgery.

“We prepared a Lukmanul Hakim DPO sheet with three photos attached, namely the photo before the plastic surgery and the sketch of the suspected facial form after the surgery,” said Eko.
