Bappenas: ZIS-DSKL Platform Integrates Mustahik Data with DTSEN

The Ministry of National Development Planning/Bappenas has revealed that the Satu Data Zakat, Infak, Sedekah, dan Dana Sosial Keagamaan Lainnya (ZIS-DSKL) platform functions to integrate data on mustahik (those entitled to receive zakat) with the National Single Social and Economic Data (DTSEN). “The Ministry of PPN/Bappenas together with the Ministry of Religious Affairs developed the one data ZIS-DSKL platform. This platform serves as a means of integrating mustahik data with DTSEN,” said Pungkas Bahjuri Ali, Deputy for Human and Cultural Development at the Ministry of PPN/Bappenas, during the launch of Satu Data ZIS-DSKL in Jakarta on Thursday. According to him, the integration of ZIS-DSKL and DTSEN data is necessary to ensure that the distribution and utilisation of ZIS-DSKL are well-targeted, impactful, and sustainable. As a demonstration of system readiness, the platform has undergone intensive coordination with the One Data Indonesia Secretariat at Bappenas, the National Amil Zakat Agency (Baznas), the Coordinating Ministry for Community Empowerment, the Ministry of Social Affairs, the Ministry of Communication and Digital Affairs, the Central Statistics Agency, and eight amil zakat institutions (LAZ). He further explained that the Satu Data ZIS-DSKL platform launched today has undergone a comprehensive data-sharing mechanism. The system uses DTSEN as a mustahik database covering demographic identity, address, welfare decile status, and history of government assistance receipt, which is then consolidated with operational report data detailing the providing institution, nominal amount, and transaction date. “The combination of these two data entities produces a DTSEN checking mechanism, which is a process of identifying prospective mustahik based on decile and government assistance receipt status. With this, the target profile can be supplemented with a history of interventions from Baznas and/or other amil zakat institutions,” Pungkas stated. All Baznas and LAZ at the national, provincial, and district/city levels can access the platform through the simzat.kemenag.go.id website, which is designed to provide added value in the form of easy validation of mustahik databases, efficiency in programme planning, and increased accountability. “Today’s launch event was attended by ministries, agencies, regional governments, development partners, and Baznas and LAZ from across Indonesia, both in person and online. The presence of these parties demonstrates a shared commitment to integrating social and religious data more transparently to accelerate equitable national welfare,” he said.
