Bappenas: Stages for Proposed Changes to Ministry/Agency Work Plans Now in Effect
The Director of Central and Regional Development Budget Allocation at the Ministry of National Development Planning/National Development Planning Agency (Bappancas), Nursyaf Rullihandia, stated that the stages for the preparation, review, and amendment of Ministry/Agency Work Plans (Renja-KL) have officially come into effect.
“Currently, the preparation stage for the 2027 Fiscal Year Renja-KL has been completed; therefore, Minister of PPN Regulation Number 6 of 2026 (concerning the Procedures for the Preparation, Review, and Amendment of Renja-KL) will now apply to every proposed adjustment of performance information that needs to be submitted and discussed during the amendment phase,” he said during a socialisation event for the regulation in Jakarta on Tuesday.
Minister of PPN Regulation 6/2026 is a derivative regulation of Presidential Regulation (Perpres) Number 80 of 2025 regarding the Preparation of Strategic Plans and Renja K/L, replacing the previous Minister of PPN Regulation Number 1 of 2021.
The regulation introduces several updates to the amendment rules to ensure that Renja-KL remains aligned with initial planning and supports national development targets.
Mely Chinthya Devi, Coordinator of the Regulation Team for the Directorate of Central and Regional Development Budget Allocation at Bappenas, detailed several updates within the regulation. It is noted that 25 new provisions have been formulated based on the mandate of Presidential Regulation 80/2025, while also considering the aspirations of Ministries/Agencies from previous Renja-KL preparation processes.
These updates include the alignment of Renja-KL with the Government Work Plan (RKP) and Ministry/Agency Strategic Plans (Renstra-KL), the utilisation of Renja-KL in the budgeting process, options for involving the Government Internal Supervisory Apparatus (APIP) and the Ministry of State Apparatus Utilization and Bureaucratic Reform (PAN-RB), and strengthening the link between Renja-KL and Performance Agreements.
The involvement of APIP is optional, depending on the needs of the Ministry/Agency, and is intended as part of internal control and the provision of limited assurance regarding the reviewed aspects. APIP is expected to provide assurance during the planning process and mitigate risks without usurping the planner’s function as a reviewer.
During the same event, the Acting Assistant Deputy for Formulation and Coordination of Apparatus Accountability Application Policy and Supervision at the Ministry of PAN-RB, Gita Aurora, explained the importance of aligning Renja-KL with Performance Agreements. Such alignment is necessary to ensure that every performance achievement is consistent with the objectives, indicators, targets, programmes, and budgets that have been planned.
“This regulation emphasises the use of Renja-KL in the preparation of Performance Agreements and provides space for data interconnection between KRISNA-RENJAKL and the system being developed by the Ministry of PAN-RB,” stated Gita.
