Jakarta (ANTARA) – Deputy Minister of National Development Planning (PPN)/Bappenas Febrian Alphariyanto Ruddyard stressed that the Population Administration Bill (RUU Adminduk) is crucial, as the quality of national development depends heavily on the accuracy and currency of population data.

“The quality of development will depend greatly on the quality of the data used as the basis for decision-making,” Febrian said at a coordination meeting to initial the bill’s list of issues at the Ministry of Home Affairs in Jakarta on Tuesday.

He said high-quality population data would determine the accuracy of policies, the effectiveness of budgets and the equitable distribution of development benefits.

Febrian praised the Ministry of Home Affairs and all the ministries and agencies that had collaborated in preparing the bill’s list of issues.

According to him, population administration is not merely the recording of birth, death or migration documents. It is also how the state recognises its people and ensures their basic rights are fulfilled.

Febrian said Bappenas welcomed several proposed improvements in the bill, particularly a proactive approach to services, broader protection for vulnerable groups and the development of Digital Population Identity (IKD).

He stressed that the government must not simply wait for people to come forward, but should actively reach residents who face barriers to accessing services.

He also cautioned that digital transformation should make services easier for the public without creating new difficulties.

“Technology must make services faster, safer and more accessible, without leaving behind people who do not yet have digital access,” he said.

From a planning perspective, he said Bappenas emphasised the importance of aligning the bill with the governance framework of One Data Indonesia (SDI).

He said population administration provides accurate and up-to-date population data, while SDI ensures that the data can be used consistently and responsibly across sectors.

Febrian also underscored the importance of interoperability—the ability of government systems to communicate and exchange data securely. However, he cautioned that interoperability did not mean centralising data.

“What we need is a system capable of exchanging data securely, with a clear division of authority and strong personal data protection,” he said.

“I hope discussion of this bill continues in a spirit of collaboration, with the shared aim of providing better population administration services,” he said.

“Every resident must be registered, all data must be trustworthy, and every citizen must be able to access services,” he added.

The Ministry of Home Affairs and six related ministries—the Ministry of Law, the Ministry of Communication and Digital Affairs, the Ministry of National Development Planning/Bappenas, the Ministry of Foreign Affairs, the Ministry of Immigration and Corrections, and the Ministry of State Secretariat—previously initialled the bill’s list of issues at the Home Affairs Ministry.

Following the initialling, the government plans to submit the 1,027-point list of issues to the House of Representatives on 8 November 2026 for further deliberation.

The Population Administration Bill is included in the 2026 priority National Legislative Programme (Prolegnas). According to the House of Representatives’ Legislative Body, it was proposed by Commission II.
