Bappenas Promotes Asset Tokenisation, Enabling Investment with Smaller Capital

The government has begun promoting the use of blockchain technology through the tokenisation of real-world assets (RWA) to expand access to investment and financing. Tokenisation allows high-value assets to be broken down into smaller digital units, making them accessible to a wider range of investor groups.

Minister of National Development Planning and Head of Bappenas, Rachmat Pambudy, stated that tokenisation can be applied to various types of assets, ranging from securities, commodities, and gold to property and infrastructure. “Tokenisation of real-world assets is a concrete example of how blockchain can be translated into an instrument that drives digital technology,” Rachmat said during Indonesia Blockchain Week 2026 in Jakarta on Wednesday.

Rachmat explained that through this scheme, assets that previously required relatively large capital to own can be represented in the form of tokens and divided into smaller units. This mechanism opens up participation opportunities for small, medium, and large investors within the digital investment ecosystem.

According to him, tokenisation also has the potential to increase the liquidity of assets that have been relatively difficult to trade. At the same time, the technology can open alternative sources of financing for various economic activities.

As an illustration, ownership of a high-value asset can be represented by a number of tokens with more affordable values. Investors do not need to own the entire asset to gain economic exposure to it. Such a scheme has the potential to broaden the investor base while opening new models for raising financing.

The use of blockchain technology, including through smart contracts, can also support transactions and the management of asset rights in a more structured manner. However, the government considers that the development of the RWA ecosystem requires governance readiness, particularly concerning the validity and legality of the assets underlying the tokenisation.

Certainty regarding the underlying asset is crucial because digital transactions remain linked to ownership rights in the real world. Therefore, the development of tokenisation requires regulatory support, technological infrastructure, data governance, and protection mechanisms for participants within the ecosystem.

“Therefore, the future direction is not merely about multiplying assets and tokenisation, but expanding use cases that have clear economic benefits. With this framework, tokenisation can develop more healthily,” Rachmat said.
