Bappenas: Government Rice Reserves Exceed Target in First Semester

The Ministry of National Development Planning/Bappenas reported that the management of the Government Rice Reserves (CBP) up to the first semester of 2026 reached 5.19 million tonnes, exceeding the set target of 4 million tonnes. “The management of the Government Rice Reserves as of 6 July 2026 has reached 5.19 million tonnes, or 129 percent of the 4 million tonne target,” said Bappenas Secretary Teni Widuriyanti during a working meeting with House of Representatives Commission XI in Jakarta on Thursday. This achievement is part of the implementation progress of Presidential Instruction Number 4 of 2026 concerning the domestic procurement and management of grain and rice, as well as the distribution of Government Rice Reserves for the 2026-2029 period. In implementing the Presidential Instruction, Bappenas plays a role in ensuring that policies for domestic grain or rice procurement and management, including CBP distribution, align with the Government Work Plan. The first-semester achievement, which exceeded the target, is believed to indicate a relatively strong government rice reserve position. For comparison, CBP management in 2025 reached 5.01 million tonnes, equivalent to 167 percent of the 3 million tonne target. As a follow-up, Bappenas recommends optimising the utilisation of the CBP as a strategy to increase farmer incomes and stabilise prices across time and regions. The reserves are also considered necessary to be directed towards strengthening food aid guarantees so that rice distribution can be more targeted. Going forward, Bappenas will also formulate a more dynamic concept and strategy for managing food reserves.
