Jakarta (ANTARA) - Minister for National Development Planning/Head of the National Development Planning Agency (PPN/Bappenas) Rachmat Pambudy stressed that development must be based on systematic, measurable, and integrated planning and budgeting. “In development, economic growth is not the ultimate goal but a tool to improve societal welfare. Therefore, growth must be inclusive and sustainable,” he said while opening the Kick Off Meeting for the National Development Planning Deliberation (Musrenbangnas) for 2026, according to an official statement in Jakarta on Wednesday. Bappenas is initiating the process of drafting the 2027 Government Work Plan (RKP) as a reference for ministries/institutions/regions in preparing development programmes, while also serving as the basis for the 2027 State Revenue and Expenditure Budget Draft (RAPBN). The 2027 RKP carries the theme “Accelerating Quality Growth through Productivity, Investment, and Industry”. As a national development planning forum that brings together the central and regional governments, the 2026 Musrenbangnas has three strategic roles. First, it serves as a forum to agree on policy directions, targets, priorities, and development focuses for 2027 as a shared reference in sharpening planning documents at the central and regional levels. Second, it ensures that the President’s priority agenda and national development policies can be translated in alignment into regional development programmes, activities, and interventions with strong commitment from all stakeholders. Lastly, it strengthens synergies between the centre and regions in development implementation in terms of substance, priority locations, and funding support, so that 2027 development targets can be achieved more effectively, integrally, and on target. The government has set 2027 as the phase for accelerating growth, with an economic growth target in the range of 6.3–7.5% as a bridge towards 8% economic growth in 2029. To achieve this target, the 2027 RKP priorities are focused on three main sub-themes, namely productivity, investment, and industry as drivers of quality growth. Furthermore, Deputy for Regional Development at the Ministry of PPN/Bappenas, Medrilzam, hopes that all parties can sharpen priority focuses by determining locations and types of interventions precisely. “Starting this year, planning is carried out in more detail because detailed data will determine the clarity of the process ahead,” he said.
