Bapanas to Add 150,000 Tonnes of SPHP Maize as Egg and Chicken Prices Fall Below Reference

Jakarta, CNBC Indonesia - The farm-gate price of purebred chicken eggs remains below the government’s reference purchase price (HAP), prompting the government to prepare an additional 150,000 tonnes of maize under the Food Supply and Price Stabilisation (SPHP) programme to help reduce feed costs for farmers.

Deputy for Food Availability and Stabilisation at the National Food Agency (Bapanas), I Gusti Ketut Astawa, said the average farm-gate price of purebred chicken eggs currently stands at around Rp24,600 per kilogramme (kg). This is below the government’s HAP of Rp26,500 per kg.

“Looking at the developments, the producer side is still low, averaging Rp24,600 per kg, whereas it should be Rp26,500 per kg. We are working to raise the producer-level price, which may later affect the Price Development Index (IPH). On the consumer side, it is still below Rp30,000 per kg,” Ketut said during the Regional Inflation Control Coordination Meeting at the Ministry of Home Affairs on Tuesday (18/8/2026).

According to Bapanas data from the Food Price Panel as of 17 August 2026, the average farm-gate price of purebred chicken eggs in 2026 up to the second week of August was recorded at Rp24,637 per kg, still below the producer HAP of Rp26,500 per kg. Meanwhile, the consumer-level price of purebred chicken eggs was recorded at Rp29,874 per kg, slightly below the consumer HAP of Rp30,000 per kg.

The government considers that the egg price issue must be viewed not only from the consumer side but also from the farmer level. Prices that are too low at the producer level can squeeze farmers’ margins, especially when production and feed costs rise.

Ketut said the government has coordinated with egg farmer associations to respond to the situation. One of the interventions being prepared is the additional SPHP maize.

“Our task is to control the farm-gate egg price so it does not fall too far below the HAP. Some time ago, the Minister of Agriculture and Head of the National Food Agency, Amran Sulaiman, invited all egg farmer associations to Surabaya to ensure that the government will intervene,” he said.

“At that meeting, it was agreed that to control the falling farm-gate egg price, the government, or the Head of the Agency and Minister of Agriculture, decided to add 150,000 tonnes of SPHP maize,” he continued.

The additional maize supply is expected to help farmers obtain feed raw materials at more affordable prices. However, the policy is still awaiting discussion in a limited coordination meeting at the Coordinating Ministry for Food.

“We are waiting for the coordination meeting at the Coordinating Ministry for Food. Farmers are facing relatively higher feed prices, day-old chicks, and other factors, including possibly constrained purchasing power. With the additional SPHP maize, we hope farmers can still buy feed at relatively reasonable prices,” Ketut explained.

Pressure on producer-level prices is also visible in the purebred chicken meat commodity. Based on Bapanas data, the average farm-gate price of purebred chicken meat in 2026 up to the second week of August stood at Rp22,849 per kg, below the government’s producer reference price of Rp25,000 per kg. At the consumer level, the average price of purebred chicken meat reached Rp38,106 per kg, still below the consumer HAP of Rp40,000 per kg.

Bapanas also noted that in the first week of August 2026, the number of districts and cities experiencing an increase in the Price Development Index for purebred chicken meat rose from 110 to 188 districts and cities. For purebred chicken eggs, the number of districts and cities experiencing an IPH increase also rose from 30 to 133.

Nevertheless, Ketut stressed that average producer-level prices for both commodities remain below the reference price.

“There has been a slight increase, but it is still relatively at the reference price position, and at the producer level it is still below the reference purchase price or reference selling price,” he said.

“At the consumer level, some areas are already above the HAP. We will soon hold meetings with local government colleagues to carry out intervention measures that we and the regions can implement, as directed by the Secretary-General earlier,” he continued.

In addition to preparing additional SPHP maize, the government is also encouraging the immediate distribution of remaining SPHP maize stocks to farmers. Based on Bapanas data, SPHP maize realisation as of 16 August 2026 reached 119,586 tonnes out of a ceiling of 213,200 tonnes, or about 49.67%.

Ketut said accelerating distribution is necessary so that farmers can obtain feed at more reasonable prices.

“We have held several meetings with farmer groups. We hope the remaining SPHP maize at Bulog, around 30%-40%, is distributed immediately and absorbed by farmers. At the same time, we are waiting for the coordination meeting at the Coordinating Ministry for Food. Hopefully, the additional 150,000 tonnes of SPHP maize can be approved so that layer farmers have hope of obtaining relatively reasonable feed prices,” he said.

With these interventions, the government hopes that farm-gate egg and chicken prices will move towards the reference price without causing excessive price spikes at the consumer level. Ketut stressed that the government will continue to monitor price developments and carry out interventions.
