Jakarta (ANTARA) - The National Food Agency is strengthening the distribution of rice under the Stabilisation of Food Supply and Price (SPHP) programme, with a realisation of distribution reaching 428.9 thousand tonnes up to 10 May 2026 to maintain the stability of prices and supply of the commodity nationwide.

“The realisation of SPHP rice sales since early January to 10 May has reached a total of 428.9 thousand tonnes,” said Deputy for Food Availability and Stabilisation at Bapanas, I Gusti Ketut Astawa, when confirmed in Jakarta on Wednesday.

He mentioned that the total distribution consists of the realisation of the 2025 SPHP rice programme extended in January and February amounting to 221 thousand tonnes. Meanwhile, the distribution realisation for the 2026 SPHP rice since March has reached 207.9 thousand tonnes.

He emphasised that the SPHP programme continues to be intensified by the government through the distribution of rice to markets and food distribution networks to help maintain the affordability of rice prices at the consumer level while strengthening national supply stability.

Bapanas has tasked Perum Bulog with distributing 828 thousand tonnes of SPHP rice throughout 2026.

The distribution is carried out directly to people’s markets; Merah Putih Village/Urban Village Cooperatives (Kopdes Merah Putih); the cheap food movement (GPM) together with ministries, institutions, local governments, and various other agencies.

The distribution also covers outlets supervised by local governments, cooperatives of regional owned enterprises, government agency cooperatives, as well as Bulog’s Jaringan Rumah Pangan Kita (RPK) network, which numbers around 80 thousand points.

In addition, stabilisation programme rice is also distributed through supermarkets and modern stores to expand public access to affordable priced rice.

The rice distribution is carried out in 5 kilogram packaging with medium quality rice having a breakage rate of around 25 percent and a moisture content of 14 percent in accordance with government standards. Even now, 2 kg packaging is being prepared.

SPHP rice is sold according to the HET (Highest Retail Price), namely Rp12,500 per kilogram for zone 1 (Java, Lampung, South Sumatra, Bali, NTB, Sulawesi); Rp13,100 per kilogram for zone 2 (Sumatra excluding Lampung and South Sumatra, NTT, Kalimantan); and Rp13,500 per kilogram for zone 3 (Maluku, Papua).

The distribution of the stabilisation of food supply and price programme rice in 2026 is carried out throughout the year without interruption, differing from the previous year’s periodic pattern following peak harvest conditions to maintain prices at the farmer level.

In addition to SPHP rice distribution, Ketut also mentioned that the realisation of food assistance distribution from January to 8 May has been delivered to 10.19 million Beneficiary Recipient Families (KPM) or equivalent to 203.8 thousand tonnes of rice.

That figure consists of the realisation of the 2025 extended food assistance programme in January-February reaching 992.8 thousand KPM or 19.85 thousand tonnes, and the 2026 food assistance programme realisation starting from March reaching 9.2 million KPM or equivalent to 184 thousand tonnes of rice.

The government ensures that downstream rice interventions will not imply a depreciation in farmers’ incomes. Moreover, the assumption of small farmers’ income is only around Rp30 thousand per person per day.

“This is as once stated by the Head of Bapanas, Andi Amran Sulaiman, some time ago,” explained Ketut.

Furthermore, he said that this income assumption is not far from the 2023 Agricultural Census results, which state that of all agricultural enterprises in Indonesia, 68.10 percent are in the small-scale farmer category.

Those small-scale farmers are said to earn USD 8.50 (Purchasing Power Parity) where 1 USD PPP equals Rp5,239.05 per working day.
