Bapanas: Rp1.2 trillion budget prepared for natural disaster food reserves
The National Food Agency (Bapanas) has stated that the government has prepared a budget of Rp1.2 trillion for government food reserves (CPP) for handling natural disasters throughout 2026 to ensure the food needs of the public remain fulfilled.
Bapanas Principal Secretary Sarwo Edhy said that CPP for disaster and emergency purposes is one of the government’s objectives in maintaining CPP.
“In relation to that, a total budget of Rp1.2 trillion has been prepared by the government. This is allocated for the distribution of CPP in tackling natural disasters during 2026,” Sarwo said when confirmed in Jakarta on Saturday.
He emphasised that the government under the leadership of President Prabowo Subianto ensures that government food reserve stocks are truly intended for the public, especially for communities affected by natural disasters.
“In this case, Bapanas can assign Perum Bulog to distribute natural disaster assistance,” he explained.
In addition to the special budget for natural disasters, the government has allocated a budget for the second phase of the rice food assistance programme for the period of July, August, and September 2026 amounting to Rp17.5 trillion.
The programme instruments can be implemented in tandem to support the food needs of communities affected by natural disasters. Currently, the government continues to work together to assist communities affected by the earthquake in East Nusa Tenggara (NTT).
A total allocation of 6.8 thousand tonnes of rice has been disbursed, sourced from a combination of the disaster programme allocation and regular rice food assistance. The budget for both programmes is estimated to be close to Rp100 billion.
“So there is already a budget in 2026. Specifically for the NTT natural disaster assistance, five regencies are affected. Manggarai, East Manggarai, Ngada, Sikka, and Nagekeo. The total amount is 6.8 thousand tonnes. If multiplied by Rp14,000 per kilogram, it comes to around Rp95.2 billion,” Sarwo explained.
Bapanas stated that as of 19 August, the total rice assistance distributed to the five regencies in NTT reached 6.8 thousand tonnes, consisting of 990.3 tonnes from the disaster assistance programme and 5.81 thousand tonnes from the regular rice food assistance programme.
The allocation for each regency consists of Manggarai Regency with an allocation of 81.63 tonnes of disaster assistance and 1.79 thousand tonnes of regular food assistance. Then East Manggarai Regency with an allocation of 153.78 tonnes of disaster assistance and 1.66 thousand tonnes of regular food assistance.
Next, Ngada Regency with an allocation of 86.88 tonnes of disaster assistance and 444.21 tonnes of regular food assistance.
Sikka Regency with an allocation of 6.88 tonnes of disaster assistance and 1.28 thousand tonnes of regular food assistance. Lastly, Nagekeo Regency with an allocation of 661.18 tonnes of disaster assistance and 625.14 tonnes of regular food assistance.
Separately, Head of Bapanas and Minister of Agriculture Andi Amran Sulaiman emphasised that the assistance process for communities affected by disasters is tactical and accelerated without lengthy administrative procedures.
“This is the order of President Prabowo. We must move quickly. BNPB (National Disaster Management Agency) can take the rice first, the permit and approval process can come later. Because the one who approves, I as Head of Bapanas, I approve the release of rice for disasters across Indonesia,” Amran said.
Meanwhile, the national Government Rice Reserve (CBP) stock reached 5.17 million tonnes as of 21 August 2026, which is considered highly capable for the disbursement of disaster and emergency assistance.
