Bapanas Chief: Feed Corn SPHP Programme Intensified to Protect Livestock Farmers
The Head of the National Food Agency (Bapanas) and Minister of Agriculture, Andi Amran Sulaiman, has stated that the distribution of the Feed Corn Supply and Price Stabilisation (SPHP) programme is being intensified to protect livestock farmers and maintain the sustainability of the national poultry farming business.
“We have also provided the SPHP for corn. The corn stock comes from Bulog. I am fully dedicated to the layer chicken farmers of Indonesia,” Amran said in a statement in Jakarta on Thursday.
Domestic layer chicken egg producers are considered a source of pride as they are able to meet national consumption needs. Due to increased production, Indonesia is in a surplus position, even recording exports to various partner countries.
For this reason, Amran said, the government is paying close attention to the business continuity of layer chicken egg farmers. One form of government attention is the implementation of the feed corn SPHP programme, which has been carried out by the State Logistics Agency (Perum Bulog) since 9 May, exactly one month ago.
“I appreciate it. I am proud that layer chicken farmers across Indonesia are able to meet the needs of the nation’s children, recording a surplus and even exporting to other countries,” Amran remarked.
As evidence of the government’s support, the feed corn SPHP programme to ease farmers’ production costs has been disbursed over the last month. The feed corn stock originates from the Government Corn Reserve (CJP), which is fully sourced from domestic production.
The 2026 feed corn SPHP programme commenced on 9 May. Realisation of distribution up to 8 June, exactly one month of implementation, has reached 34,100 tonnes, or 16.01 percent of the distribution target of 213,200 tonnes.
He mentioned that there remains an unallocated portion of the feed corn SPHP ceiling for beneficiary farmers, amounting to 28,800 tonnes. This remaining allocation is currently being processed together with the Ministry of Agriculture to acquire additional beneficiary farmers.
It is known that the government has prepared a budget of Rp 678 billion for the feed corn SPHP this year. The total distribution allocation is 242,000 tonnes and can last until the end of 2026.
More than 5,000 farmers, consisting of micro, small, and medium scales with a total poultry population of 53 million birds across 26 provinces, are the target recipients of this year’s feed corn SPHP.
The feed corn price set by Bapanas is Rp5,000 per kilogramme for pickup at Bulog warehouses, with a maximum price of Rp5,500 per kg at the farmer level. Distribution of the feed corn SPHP is conducted through cooperatives or associations to members registered in the Decree of the Minister of Agriculture.
Previously, the Chairman of the Indonesian National Layer Farmers Association (PPN), Yudianto Yosgiarso, expressed appreciation for the government’s efforts to assist egg farmers, including expanding absorption through the Free Nutritious Meals (MBG) programme managed by the National Nutrition Agency (BGN).
“We also thank you for the Minister’s initiative that BGN will absorb eggs from farmers three times a week, up from just once before,” he said. “This greatly helps us for the survival of farmers,” he added.
Nevertheless, he acknowledged that the condition of egg prices at the farmer level, which are not yet ideal, remains a stumbling block. He and all layer chicken farmers certainly hope for positive changes going forward.
“Today’s conditions are very burdensome and hit us hard. Moreover, with the current geopolitical issues, where the dollar exchange rate has soared, causing feed prices to skyrocket,” he stated.
In response to these aspirations, the government will certainly strive for price stability as hoped by domestic egg farmers. Meanwhile, in addressing fluctuating feed prices, the feed corn SPHP programme is being optimised to assist poultry farmers.
