Bapanas Chief Ensures Rice Aid Recipient Data Is Accurately Targeted
Jakarta (ANTARA) - The Head of the National Food Agency (Bapanas) and Minister of Agriculture, Andi Amran Sulaiman, has confirmed that data on rice aid recipients is being continuously updated to ensure accurate distribution while helping to curb national rice price volatility.
Amran said the government continues to coordinate with the Ministry of Social Affairs to ensure that the data used for rice aid recipients reflects the conditions of those entitled to receive assistance.
“Regarding the recipient data used in the rice food aid programme, we are committed to continuing coordination with the Ministry of Social Affairs,” Amran said when confirmed in Jakarta on Sunday.
The National Socio-Economic Single Data (DTSEN), which serves as the database for Food Aid Recipients (PBP), is an update released by Statistics Indonesia (BPS) as of 10 July 2026 and has undergone a screening process by the Ministry of Social Affairs.
The data was then received by Bapanas to be formalised and forwarded to Perum Bulog as the executor of rice aid distribution, while coordination with the Ministry of Social Affairs continues to ensure accurate targeting of recipients.
“We received the data from the Ministry of Social Affairs. We signed the data and sent it to Bulog. So Bulog executes the rice aid distribution, but we will coordinate with the Ministry of Social Affairs,” Amran explained.
The government is currently implementing a rice food aid intervention programme targeting 33.24 million food aid recipients with allocations for July, August, and September. This is an effort to keep rice commodity prices stable and maintained.
The rice aid programme targets PBP belonging to decile groups 1 to 4. Deciles are groupings of families based on their relative welfare position. Deciles 1 to 4 are groups with the lowest relative welfare levels.
Bapanas has ensured that the second phase of the rice aid programme can run even better, from the technical distribution to PBP to administrative evidence.
“The government’s commitment under the command of President Prabowo Subianto is to deliver rice aid until it reaches communities at the furthest points,” Amran said.
Bapanas has also ensured that the implementation of the second phase of rice aid will not extend beyond the end of the year as previously happened. Distribution points can also be carried out at the Red and White Village/Sub-district Cooperative (KDKMP) locations, if possible.
“Regarding rice aid distribution points, if there are obstacles at village or sub-district offices, Bapanas recommends using KDKMP as an alternative,” Amran explained.
The government, through Bapanas, has officially assigned Perum Bulog to distribute Government Food Reserves (CPP) for food aid for the July, August, and September 2026 period, targeting 33,244,408 food aid recipients (PBP).
The second phase of the pro-people rice aid programme is one of President Prabowo Subianto’s directives. A total of 997.2 thousand tonnes of rice will be distributed to 33,244,408 PBP, with each receiving 10 kg over a three-month allocation.
The realisation of the first phase of food aid distribution, which was the February and March 2026 allocation, successfully reached 33.14 million food aid recipients or 99.7 percent of the 33.24 million PBP target. A total of 664.88 thousand tonnes of rice and 132.97 thousand kilolitres of cooking oil were distributed.
