Jakarta (ANTARA) - The National Food Agency (Bapanas) states that 2 kilogram Stabilisation of Supply and Price of Food (SPHP) rice packaging serves as a government effort to accommodate the needs of low-income communities while maintaining the stability of supply and prices of the commodity in the market.

“Previously, SPHP programme rice was sold to the market through Perum Bulog only in 5 kg packaging. It is hoped that the availability of 2 kg SPHP rice packaging can more easily facilitate access for low-income communities,” said Deputy for Food Availability and Stabilisation of Bapanas, I Gusti Ketut Astawa, in Jakarta on Friday.

He stated that the plan for varying SPHP rice packaging is one way to better accommodate the capabilities of communities in lower decile groups. According to him, there are still communities that can only afford to buy rice in the range of 1 or 2 kg for daily consumption.

“It is very good if there can be 2 kg SPHP rice. In markets, we often see that there are still fellow citizens who tend to prefer buying just 1 to 2 kg of rice,” said Ketut.

According to him, this step can open new opportunities for Indonesian communities in line with President Prabowo Subianto’s vision, during his leadership, to always fight for the people’s interests so that community life can be easier and they can feel the presence of the state.

The provisions for 2 kg SPHP rice packaging have been regulated in the technical guidelines for SPHP rice at the consumer level for 2026, as stipulated in Bapanas Head’s Decision No. 34 of 2026. Those provisions allow Perum Bulog to distribute SPHP rice in two types of packaging, namely 5 kg and 2 kg.

Meanwhile, 50 kg SPHP rice packaging can be distributed specifically only in certain areas such as Maluku and Papua, as well as 3TP (disadvantaged, frontier, outermost, and border) areas. In addition, 50 kg packaging can also be applied in other areas according to the results of government coordination meetings.

Bapanas has also set new provisions regarding the maximum purchase amount of SPHP rice at the consumer level. Communities as consumers can buy a maximum of 5 packages of 5 kg size, and there is also an alternative 2 kg packaging with a maximum purchase of 2 packages.

SPHP rice that has been purchased must not be resold, because it contains elements of state subsidy funding.

The 2026 SPHP rice programme began in early March and can be implemented throughout the year. The sales target is set at a maximum of 828,000 tonnes with a price subsidy budget of Rp4.97 trillion, which is available in Bapanas’s budget.

Bulog is asked to focus on distributing SPHP rice to areas that are not rice production centres and areas that are not currently experiencing peak harvests.

Meanwhile, for areas experiencing peak harvests, SPHP rice distribution can still be carried out, but on a limited basis. This is important because the government needs to maintain the level of farmers’ unhulled rice prices so that they do not fall below the Government Purchase Price (HPP).

Separately, Bapanas Head and Minister of Agriculture Andi Amran Sulaiman said that the plan for 2 kg SPHP rice packaging is truly dedicated to the people’s needs. This is in accordance with President Prabowo Subianto’s orders to always serve the community’s interests.

“Anything for the people, (as per) the President’s orders, serve. That is the people’s request, because it is not possible from Bulog’s request. Not possible from Bapanas’s request. If the people need it, we act for the people,” said Amran.

According to Bapanas records, the realisation of 2026 SPHP rice sales, which started from early March to 7 April, has reached 82.8 million kg.
