Banyuwangi Regency Tops Rankings as Indonesia's Best-Performing District
The Ministry of Home Affairs (Kemendagri) has designated Banyuwangi as the first-ranked, or best, in the category of districts with ‘High Performance’ status based on the evaluation of local government administration. Previously, in 2025, Kemendagri also named Banyuwangi as Indonesia’s most innovative regency.
Meanwhile, in 2026, this marks the fourth time Banyuwangi has been recognised as Indonesia’s top-performing regency (first place). This assessment comes from the Local Government Administration Performance Report (LPPD), an annual mechanism by Kemendagri to measure the accountability and effectiveness of local government performance.
There are 606 evaluation indicators covering various aspects, from poverty alleviation, regional development, education and health services, financial transparency, environmental preservation, to local innovations that contribute to community welfare.
The award was presented at the Ceremony Commemorating the 30th Anniversary of Regional Autonomy in 2026 at the Ministry of Home Affairs Plaza in Jakarta, led directly by Deputy Minister of Home Affairs Bima Arya Sugiarto in Jakarta today.
“The regional heads present today have demonstrated that behind the rhetoric, there are numbers and indicators that hold meaning regarding government performance. However, regional heads must not stop at those numbers. In line with the President’s message, we must continue to deliver effective and efficient programmes in government management,” said Bima Arya in a written statement on Monday (27/4/2026).
Meanwhile, Banyuwangi Regent Ipuk Fiestiandani expressed gratitude for the appreciation given by Kemendagri.
“Certainly, Banyuwangi is not yet perfect; we apologise, and we continue to improve. Thank you to the kyai, all members of the Banyuwangi DPRD, the Forkopimda, religious figures, community leaders, and all elements of Banyuwangi society. Insyaallah, this appreciation from the central government will motivate us to continue making improvements moving forward,” said Ipuk.
According to Ipuk, Banyuwangi’s development programmes are designed in alignment with national agendas and provincial government policies, such as poverty alleviation programmes, education affairs, and health.
“Earlier, there were directives from Kemendagri that regions need to pay attention to strengthening regional human resources, increasing regional fiscal capacity, and bolstering people’s economic independence. This will also be our focus moving forward,” said Ipuk.
Meanwhile, Assistant for General Administration at the Banyuwangi Regional Secretariat, Budi Santoso, added that there are 606 evaluation indicators starting from macro aspects that represent achievements in local government administration performance.
“Alhamdulillah, Banyuwangi achieved the highest score of 3.8202 with High Performance status. Banyuwangi’s development performance shows a positive trend,” stated Budi.
The poverty rate among the population has also continued to decline. Banyuwangi’s poverty rate once increased during the COVID-19 pandemic to 8.07 in 2021. However, through collaboration and hard work from all parties, Banyuwangi’s poverty has been continuously reduced to 7.51 (2022), 7.34 (2023), 6.54 (2024), and 6.13 (2025).
“This is the lowest poverty rate ever achieved in Banyuwangi. People’s per capita income has also continued to rise, reaching Rp 67.08 million in 2025 from Rp 62.08 million in 2024. Banyuwangi’s Human Development Index also increased in 2025 to 75.17 from 74.3 in 2024,” said Budi.
Evaluation was also conducted on basic service performance, such as education and health services. Health services in Banyuwangi are running optimally, such as services for toddlers, pregnant women, childbirth, and breastfeeding, reaching 100 percent.
“Banyuwangi has also been the most innovative regency according to Kemendagri for eight consecutive times from 2018 to 2025. Banyuwangi also earned an AA predicate in the Government Performance Accountability System (SAKIP). Banyuwangi is the only regency in Indonesia to successfully achieve the AA predicate,” he concluded.
