Banyuwangi Moves Swiftly to Implement ASRI Programme
The Indonesia Safe, Healthy, Clean and Beautiful (ASRI) movement initiated by President Prabowo Subianto has been swiftly taken up by Banyuwangi Regent Ipuk Fiestiandani. At the Grand Watu Dodol tourist area, Regent Ipuk declared the Banyuwangi ASRI programme alongside all elements of the community on Wednesday, 18 February 2026.
Regent Ipuk has prepared various gotong royong (mutual cooperation) programmes to implement the Banyuwangi ASRI movement. Civil servants (ASN), the Indonesian military (TNI), national police (Polri), regional apparatus organisations (OPD), sub-district heads, village heads, religious leaders, community figures, the Inter-Religious Harmony Forum (FKUB), students, university students, Tourism Awareness Groups (Pokdarwis), representatives from Islamic boarding schools, and various other community elements are all involved in the movement.
“Today we begin a great movement, in line with the policy direction of the President,” said Regent Ipuk. Quoting President Prabowo’s message, Regent Ipuk conveyed that waste is a disaster, waste is a disease, and that nearly all final disposal sites (TPA) across Indonesia are projected to reach overcapacity by 2028. “That is why Banyuwangi must not wait, and today we begin with real action.”
Led by Regent Ipuk, the declaration participants did not merely read out their joint commitment but immediately went into the field to clean up rubbish along the beach area. Regent Ipuk stressed that Banyuwangi ASRI is not merely a cleanliness programme but has sustainable and integrated performance indicators across all aspects.
On the ‘Safe’ aspect, Regent Ipuk continued, Banyuwangi will strengthen its regional security system through synergy with the TNI, Polri and community leaders. This includes CCTV integration and a joint commitment to eradicating social ills. Furthermore, disaster-prone villages are being encouraged to form Disaster Resilient Villages (Destana). “Banyuwangi must be safe in its territory, orderly in its social fabric, and resilient against disasters,” said Regent Ipuk.
On the ‘Healthy’ aspect, Banyuwangi is strengthening promotive and preventive health services. “We continue to promote healthy lifestyles. Visiting the community health centre should not only happen when one is ill — when healthy, we should routinely have check-ups,” she said. “We will also promote proper sanitation and strengthen household food security.”
On the ‘Clean’ aspect, the Banyuwangi Regency Government is optimising Reduce, Reuse, Recycle waste processing facilities (TPS3R) and waste banks, as well as strengthening waste sorting from households. Single-use plastic reduction campaigns and routine community clean-ups are being rolled out across all areas.
In line with President Prabowo’s directive, Regent Ipuk stressed that her administration is encouraging a cultural shift in society by inviting people to set aside 10 to 15 minutes each day for cleanliness. “If done simultaneously by thousands of people, the results will be extraordinary,” she said. “We are also preparing a modernisation of waste management, supporting national policy including the development of waste-to-energy facilities.”
The Banyuwangi Regency Government is focusing on strengthening green open spaces, area planning, and bolstering local arts, culture and eco-tourism. “We will continue to promote the beauty of our towns. Urban areas must be attractive, complemented by a strengthened local and national cultural identity,” she said.
She added that ASRI is the responsibility of all elements of society, not just the regional government, TNI and Polri. “Let us move forward together, starting from ourselves, from our own homes, from our smallest communities,” she said.
