Banten Provincial Government Sets Civil Servant Working Hours to 06:30–14:00 During Ramadan

Serang (ANTARA) — The Banten Provincial Government has set civil servant (ASN) working hours during Ramadan 1447 Hijriah/2026 CE to begin at 06:30 WIB and end at 14:00 WIB for Monday to Thursday, whilst Friday hours will extend to 14:30 WIB.

The policy is stipulated in Circular Letter Number 3 of 2026 concerning ASN Working Hours During Ramadan within the Banten Provincial Government.

Banten Provincial Secretary Deden Apriandhi confirmed in Serang on Tuesday that the adjustment merely shifts the start and finish times without reducing the total working hour obligations.

"As stated in the Provincial Secretary's circular, issued on the Governor's directive, during the holy month of Ramadan we have different start and finish times. God willing, we will start at 06:30, then take a 30-minute break from 12:00 to 12:30, and finish at 14:00. However, the total working hours comply with the joint decree of the Minister of Religious Affairs, the Minister of Home Affairs, and the Minister of Administrative and Bureaucratic Reform — 35 hours per week," he said.

The circular confirms that total ASN working hours remain at 35 hours per week, excluding break times.

For regional agencies operating on a five-day work week, Monday to Thursday hours are 06:30–14:00 WIB with a break from 12:00–12:30 WIB, whilst Friday hours are 06:30–14:30 WIB with a break from 12:00–13:00 WIB.

For regional agencies operating on a six-day work week, further arrangements are to be determined by the heads of the respective agencies, provided the 35-hour weekly requirement is met.

Under this arrangement, public services within the Banten Provincial Government will commence earlier in the morning.

In addition to the working hour adjustments, the Banten Provincial Government will also implement a Work From Anywhere (WFA) policy on specific dates in accordance with a joint ministerial circular to support the management of Eid al-Fitr holiday traffic — both the mudik (homeward) and return flows.

Deden confirmed that the policy is being implemented as part of the national public service framework, particularly in relation to managing holiday travel flows.

Regarding productivity, Deden stressed that the performance assessment system remains in operation and serves as the instrument for monitoring ASN discipline during Ramadan.

"There is actually no need for special attention, because productivity is a necessity for us. Especially now that we have performance assessments. That has become an inseparable part of the system. This is merely a shift in start and finish times," he said.

He added that sanctions for non-compliant civil servants remain in force. "Sanctions still apply as they do now. If someone is late, there will be deductions — for example, from performance allowances — or warnings. That continues as normal," he said.

He urged civil servants to use the month of Ramadan as an opportunity to improve their performance rather than to become complacent, as every step taken constitutes an act of worship.
