Banten Provincial Government Issues Circular Allowing 50% of Civil Servants to Work from Home for Three Days After Eid Holiday
Banten Governor Andra Soni has issued a circular regulating flexible working or work-from-home (WFH) arrangements for three days after Eid al-Fitr 2026. The governor has requested heads of regional agencies to establish mechanisms for civil servant working arrangements.
The circular, numbered 4 of 2026, concerns the adjustment of official duties for Civil Service Apparatus members within the Banten Provincial Government during national holidays and collective leave for the Day of Nyepi (Saka New Year 1948) and Eid al-Fitr 1447 Hijriyah. It was signed by Governor Andra on 10 March 2026.
“Heads of regional agencies shall arrange adjustments to official duties for civil servants whilst considering task characteristics, criteria, and flexibility mechanisms for work location,” Andra stated in the circular on Thursday, 12 March 2026.
“Location flexibility adjustments shall be implemented for three days following national holidays and collective leave for Eid al-Fitr 1447 Hijriyah, specifically on Wednesday, Thursday, and Friday, 25, 26, and 27 March 2026,” he said.
Civil servants implementing task flexibility or WFH may comprise at most 50 per cent of the total workforce. Heads of regional agencies must report to the regional secretary through the Banten Provincial Regional Personnel Board (BKD).
“Heads of regional agencies are obligated to prepare employee schedules and report them to the Regional Secretary through the Regional Personnel Board no later than 13 March 2026,” he stated.
Andra requested that this policy does not disrupt public services, taking into account optimisation of electronic-based government systems. Furthermore, it must ensure essential services such as healthcare, transportation, and security remain available and accessible to vulnerable groups.
“Regional agencies providing essential public services include the Regional Revenue Board; Regional Disaster Management Agency; Department of Transportation; Department of Health (Health Posts); Department of Social Affairs; Civil Police Unit; Technical Implementation Unit of Regional General Hospital (RSUD) under the Department of Health,” he said.
