Banten and Danantara Collaborate to Build Serang Raya PSEL at Cilowong TPSA

The signing of the cooperation agreement took place at the Office of the Coordinating Ministry for Food Affairs in Jakarta on Monday (11/5/2026). The agreement with Danantara was also signed by the Regent of Serang, the Mayor of Serang, and the Mayor of Cilegon.

Coordinating Minister for Food Affairs Zulkifli Hasan stated that Presidential Regulation No. 109 of 2025 on Urban Waste Management through PSEL regulates the acceleration of waste handling in emergency conditions.

“Emergencies include those exceeding 1,000 tonnes, such as Bantargebang and others,” he said.

According to Zulhas, waste in such conditions must be promptly processed into clean energy in the form of electricity.

“This must be accelerated into clean energy, electricity. Without odour and without toxins,” he added.

He revealed that the acceleration of PSEL construction is targeted at 25 locations in 62 districts and cities.

“Thank you to the local governments and Danantara for making Indonesia ASRI,” he said.

Andra Soni added that the public hopes the PSEL construction will become a solution to the unresolved urban waste problems. According to him, various efforts undertaken so far have not been able to significantly reduce the waste burden.

“The public’s hope is, of course, that this will be realised; the urban waste problem can be said to not yet subsided. Various efforts have not reduced the waste burden,” he stated.

He emphasised that local governments are committed to fulfilling their respective roles to ensure the smooth construction of the Serang Raya PSEL. The project is targeted to be completed and operational by 2028.

“We will follow the guidance on the stages for the implementation of this PSEL construction,” he said.

For information, the joint agreement signing was conducted for the construction of PSEL at seven locations, namely Serang Raya PSEL, Semarang Raya, Bekasi Regency, Bogor Raya, Bogor Raya 2, Medan Raya, and Lampung Raya.
