Bank Indonesia (BI) has launched an expansion of the 0% Merchant Discount Rate for the Quick Response Code Indonesian Standard (MDR QRIS) policy on the occasion of the 81st Anniversary of the Republic of Indonesia, as an innovation in the domestic payment system industry. The policy will take effect from October 2026.

“Today I officially launch the expansion of the 0% MDR QRIS policy, which will be effectively implemented on 1 October 2026,” said Acting Governor of Bank Indonesia Destry Damayanti during the launch event for the Expansion of 0% MDR QRIS and the Implementation of the Indonesian Credit Card at the BI Complex in Jakarta on Monday (17/8/2026).

Destry explained that the aim of expanding the 0% MDR QRIS policy is to encourage economic growth and strengthen the resilience and competitiveness of the national economy. The policy is built on the principle of balance, providing benefits to the public, opening room for growth for merchants, and creating new opportunities for Payment Service Providers (PJP) while maintaining industry sustainability.

“This policy response stems from an optimism that this policy is a tangible contribution from Bank Indonesia together with the payment system industry for the Indonesian nation, as well as a gift of independence for the public,” she said.

MDR QRIS is a service fee charged to merchants by PJPs when transacting using QRIS. The amount of the MDR fee is set by BI and applies according to the merchant category and transaction value. The MDR fee is fully borne by the merchant and may not be passed on to consumers.

The MDR QRIS policy has actually been in place since 2019 and has continued to be updated in line with economic dynamics.
