Bank Indonesia (BI) is expanding the Merchant Discount Rate (MDR) policy for QRIS to 0 percent for micro, small, and medium enterprises (MSMEs), effective from 1 October 2026.

BI Acting Governor Destry Damayanti said in Jakarta on Monday that the policy would provide room for transaction cost efficiency for business operators so that the benefits of the digital economy become broader and more inclusive, while also supporting the strengthening of public purchasing power.

She stressed that the payment system is not merely a means of transaction, but is the lifeblood of economic activity that connects the public with business operators, connects innovation with productivity, and connects trust with economic growth.

“Therefore, every advancement in the payment system must lead to one goal, namely a pro-growth policy that provides real benefits to the public while strengthening the resilience and competitiveness of the national economy,” said Destry.

Meanwhile, Head of BI’s Payment System Policy Department Ryan Rizaldy said the expansion of this policy is expected to reduce the cost burden for merchants while encouraging QRIS acceptance.

In this way, the digital economy becomes more inclusive, providing greater and broader benefits for business operators and all levels of society.

The strategic move is also part of the payment system policy response directed at maintaining the momentum of national economic growth through increased transaction efficiency, strengthening the competitiveness of business operators, and accelerating inclusive and sustainable economic digitalisation.

“In line with the Indonesia Payment System Blueprint (BSPI) 2030, Bank Indonesia continues to optimise its policy mix to maintain stability while supporting economic growth,” said Rizaldy.

For information, the QRIS MDR is a service fee charged to merchants by payment service providers (PJP) when transacting using QRIS. This fee is fully borne by the merchant and may not be passed on to consumers or buyers.

In more detail, the 0 percent MDR policy is continued for micro business merchants (UMI) for transactions up to Rp500,000.

The application of 0 percent MDR is also expanded to all other merchant categories (small, medium, and large) for transactions up to Rp100,000, from the previous 0.7 percent.

The following are the details of the latest QRIS MDR policy.

Merchant type: Regular

Micro businesses (UMI)

  • Transaction amounts up to Rp500,000 are subject to 0 percent MDR

  • Transaction amounts above Rp500,000 are subject to 0.3 percent MDR

Small businesses (UKE), medium businesses (UME), and large businesses (UBE)

  • Transaction amounts up to Rp1 million are subject to 0 percent MDR

  • Transaction amounts above Rp100,000 are subject to 0.7 percent MDR

Merchant type: Special

Education

  • Transaction amounts up to Rp100,000 are subject to 0 percent MDR

  • Transaction amounts above Rp100,000 are subject to 0.6 percent MDR

Petrol stations (SPBU)

  • Transaction amounts up to Rp100,000 are subject to 0 percent MDR

  • Transaction amounts above Rp100,000 are subject to 0.4 percent MDR

Public Service Agencies (BLU), Public Service Obligation (PSO), Government to People (G2P) such as Social Assistance (Bansos), People to Government (P2G) including taxes, passports, and social donations (non-profit) are subject to 0 percent MDR
