Bandung's Teras Cihampelas Officially Transferred to West Java Provincial Government

The Bandung City Government (Pemkot) has officially granted the Cihampelas Road asset to the West Java Provincial Government (Pemprov Jabar) through the signing of a Regional Grant Agreement (NPHD) and an Official Handover Report (BAST) on Wednesday (29/7). Bandung Mayor Muhammad Farhan explained that the grant includes the road land, road construction, and all facilities, infrastructure, and utilities along the Cihampelas Road stretch. The asset transfer was carried out after the Cihampelas Road section was designated a provincial road based on a West Java Governor’s Decree on 30 June 2026. Farhan stated that the grant process has fulfilled all administrative requirements in accordance with Home Affairs Ministerial Regulation Number 7 of 2024, including application documents, dispositions, and the research team’s review results. Once the asset officially falls under the authority of the West Java Provincial Government, the demolition of Teras Cihampelas will proceed through an open tender mechanism. The company winning the tender will not receive a demolition budget but must instead provide economic value to the provincial government as part of the asset utilisation process. Farhan noted that the decision resulted from lengthy discussions between himself and Governor Dedi Mulyadi, considering various aspects of spatial planning, city aesthetics, and administrative certainty. Teras Cihampelas has never had a clear position in spatial planning documents, and even the Ministry of Public Works and Housing could not define whether it was a building, a road, or a bridge, preventing the issuance of a certificate of fitness for purpose. The Bandung City Government previously consulted with the Audit Board of Indonesia (BPK), the Financial and Development Supervisory Agency (BPKP), and the Corruption Eradication Commission (KPK), which deemed the demolition tender mechanism the most appropriate way to avoid potential state losses. Governor Dedi Mulyadi said the transfer of authority represents a form of collaboration between the provincial and city governments to accelerate the resolution of the Cihampelas area’s problems. Following the completion of administrative processes, the provincial government will immediately begin revitalisation efforts to restore Cihampelas as a centre for the creative industry, fashion, and shopping tourism, as it was in its heyday. He confirmed that the new arrangement concept will preserve the large trees along Jalan Cihampelas as part of the area’s identity, ensuring shade is maintained while creating a comfortable and well-organised creative economy hub.
