Bandung's DKPP Invited to Milan Again, Buruan SAE Becomes Global Food Governance Model
The Food Security and Agriculture Agency (DKPP) of Bandung City has once again received an invitation from the World Food Programme (WFP) and the Milan Urban Food Policy Pact (MUFPP) to attend a series of events in Milan, Italy, from 27 to 30 July 2026. This marks the third consecutive appearance for Bandung City to present the Buruan SAE programme as a model for urban food governance.
Head of the Bandung City DKPP, Gin Gin Ginanjar, stated that the invitation represents international recognition of Bandung City’s innovation in developing an urban food system that involves the community. “This is the third time in a row that Bandung City, through the DKPP, has been invited by MUFPP to Milan to present the Buruan SAE (Healthy, Natural, and Economical) programme, which is an integrated urban farming movement,” said Gin Gin.
According to him, Bandung’s participation in the forum is not merely about fulfilling a diplomatic agenda, but an opportunity to share experiences while formulating stronger food governance together with government and international institutions. He explained that the Bandung City delegation will join representatives from technical ministries and local governments from various countries to discuss capacity building and the development of governance for the implementation of the Free Nutritious Meal Programme (MBG).
“Located at the world food policy centre in Milan, the Bandung City delegation will join ranks of technical ministries and selected local governments to formulate capacity building and governance for the implementation of the Free Nutritious Meal Programme,” he said.
Gin Gin assessed that this year’s trip to Milan marks an important journey for the development of Buruan SAE, which has been made one of Bandung City’s flagship programmes in realising community-based food security. Previously, from 12 to 18 April 2025, Bandung City attended a meeting of city leaders in Southeast Asia and received an award for drafting the Bandung City School Meal Project Proposal. The proposal was the result of a School Meal Workshop held in Bandung in July 2024.
According to Gin Gin, the proposal offers the integration of urban farming produce into the system of providing nutritious food for students, making it an example of good practice that has garnered international attention. Subsequently, from 13 to 17 October 2025, the Bandung City DKPP was again invited to Milan to receive a Special Mention Award at the MUFPP Global Forum 2025. The award was given in the Food Waste category for Bandung City’s success in integrating Black Soldier Fly (BSF) maggot cultivation, composting, and community farming to reduce organic waste at its source.
During this year’s visit, Bandung will not only present its regional experiences but is also expected to act as a learning partner in the development of urban food policy. “The city of Milan has become like a second home for the Buruan SAE movement. The partnership with the Milan City Government and MUFPP is not just an institutional relationship, but a brotherhood of ideas. Bandung City proves that innovation from residential areas can contribute to the development of world school food standards,” said Gin Gin.
He added that this visit is designed as a Shared Learning Journey. The programme focuses on the exchange of experiences between central government, local governments, and food programme implementers. Agendas to be studied include food supply chain management, integrated kitchen systems, food safety, nutritional quality improvement, and strengthening coordination between central and local governments to support the implementation of the Free Nutritious Meal Programme. In addition, the Indonesian delegation will observe food management practices in the city of Milan before drafting technical recommendations that can be applied according to conditions in Indonesia.
Gin Gin confirmed that all international travel and accommodation costs for the delegation are covered by the organiser, the School Meals Accelerator, and therefore do not burden the Bandung City Regional Budget (APBD). “This is not merely an official trip, but a scientific endeavour and diplomacy to ensure that Indonesian children, especially in Bandung City, obtain their right to healthy, safe, nutritious, and sustainable food. We ask for the prayers and support of all Bandung City residents so that this visit brings benefits to the region and further elevates the name of Bandung City internationally,” he said.
