Bandung Municipal Government Confirms Holiday Allowance and Thirteenth Month Salary for All Civil Servants in 2026

Bandung Municipal Government (Pemkot Bandung) has confirmed it will provide Holiday Allowance (THR) and Thirteenth Month Salary to all State Civil Apparatus (ASN) in 2026.

This policy applies to all ASN comprising Civil Servants (PNS) and Government Employees under Work Agreements (PPPK), including part-time PPPK personnel.

Bandung Mayor Muhammad Farhan stated that the provision of THR and thirteenth month salary represents the implementation of central government policy contained in Government Regulation (PP) Number 9 of 2026 regarding the provision of holiday allowance and thirteenth month salary for state civil apparatus.

“The Bandung municipal government will provide THR and thirteenth month salary to ASN. ASN comprises PNS and PPPK. This includes part-time PPPK. With the issuance of PP 9 of 2026, we have implemented this through Municipal Regulation 16 of 2026,” Farhan said in Bandung on Thursday, 12 March 2026.

Following this regulation, the Bandung municipal government has issued Municipal Regulation Number 16 of 2026 regarding the technical provisions for granting THR and thirteenth month salary, with funding sourced from the 2026 Regional Budget (APBD).

Farhan explained that with the issuance of this regulation, all ASN within the Bandung municipal government are assured of receiving their entitlements in accordance with applicable provisions.

Through this policy, the Bandung municipal government ensures all ASN receive welfare benefits ahead of the religious holiday whilst maintaining administrative certainty and proper local financial management in accordance with applicable regulations.
