Bandung Municipal Government Awaits Central Regulation on Holiday Allowances for Part-Time Contract Workers

The Bandung Municipal Government is still awaiting central government regulation regarding the provision of holiday allowances (Tunjangan Hari Raya/THR) for part-time Contract Workers with Government Agreement (PPPK). As a result, the municipal government has not yet been able to confirm THR provision for part-time PPPK workers within the Bandung municipal administration.

“I cannot yet provide an answer; I need to check first, as this heavily depends on regulations from the BKN (State Civil Service Commission). Without clear regulation in place, Bandung Municipal Government cannot currently guarantee THR budgeting for part-time PPPK workers. I promise to prepare and respond to this,” said Bandung Mayor Muhammad Farhan on Saturday (28 February).

Part-time PPPK workers are part of the civil service (ASN), as outlined in the Civil Service and Bureaucratic Reform Minister’s Decree Number 16 of 2025. They are appointed based on work agreements and receive compensation according to the government institution’s budget availability.

Since part-time PPPK workers have been recognised by the government as civil service employees, they should be entitled to THR as regulated under Government Regulation Number 11 of 2025. Several part-time PPPK workers across various government offices within Bandung Municipal Government have not yet received confirmation on whether they will receive THR during Eid 2026.

“I have not received any information yet, but I believe we should receive it,” said a part-time PPPK worker within Bandung Municipal Government.

Meanwhile, the West Java Provincial Government has confirmed that 23,366 part-time Contract Workers with Government Agreement (PPPK) will receive holiday allowances (THR) during Eid this year. The total budget allocated reaches approximately Rp60.8 billion, derived from goods and services expenditure.

“They will receive THR and West Java Provincial Government has already prepared the budget for 23,366 part-time PPPK workers. The total general budget prepared is approximately Rp60.8 billion,” said West Java Regional Secretary Herman Suryatman.

Head of the West Java Regional Civil Service Board (BKD), Dedi Supandi, added that each part-time PPPK worker will receive THR equivalent to their monthly salary. However, THR disbursement still awaits regulation from the central government.

The provincial government is currently waiting for the issuance of government regulations governing the mechanism for THR provision. After regulations are issued, West Java Provincial Government will implement them to ensure the disbursement process runs according to established procedures.

“There will first be rules from the Ministry of Finance governing THR provision, commonly referred to as the 13th month salary. After those rules are issued, we will create the implementing regulations and administrative procedures accordingly. With this budget readiness, we hope the administrative process can proceed quickly after the central government officially issues the regulation. This step is expected to provide certainty and support for part-time PPPK workers in welcoming Eid,” he emphasised.
