Bandung Mayor Encourages Officials to Cycle to Work Every Friday, ASN WFH Under Strict Supervision

The Bandung City Government (Pemkot Bandung) is preparing a Work From Home (WFH) scheme for civil servants (ASN) with strict supervision. Amid this policy, the leadership is introducing a symbolic measure by commuting to the office by bicycle every Friday.

Bandung Mayor Muhammad Farhan stated that the group cycling initiative serves as an example for leaders while some ASN work from home.

“On Fridays, we will commute to the office by bicycle together with the Forkopimda,” said Farhan on Wednesday (1/4).

Farhan emphasised that the WFH policy does not apply to regional leaders. Officials are still required to attend the office in person to ensure government operations run optimally.

“Leaders must still come to the office, as WFH does not apply to leaders,” he stressed.

Bandung ASN WFH Supervised by Digital System

Meanwhile, the Head of the Bandung City BKPSDM, Evi Hendarin, assured that WFH implementation will be closely monitored through a digital system being prepared by the city government.

“We will create a supervision and control system to ensure WFH runs as expected,” she asserted.

Pemkot Bandung is now relying on the Gercep Mobile attendance app, which must be used by all ASN. The system can accurately detect employee locations, preventing attendance manipulation.

“Attendance now uses Gercep Mobile, so no fake GPS. Employee locations can be detected,” she explained.

Supervision is not only through attendance but also through monitoring work activities throughout the day. ASN activities are checked periodically in the morning, afternoon, and evening.

“Supervision is conducted in the morning, afternoon, and evening, so ASN activities remain monitored,” she clarified.

In addition to attendance oversight, Pemkot Bandung is tightening ASN response standards. Referring to guidelines from the National Civil Service Agency (BKN), employees are required to respond to official communications promptly.

“If called, it must be answered within a maximum of 5 minutes, and WhatsApp messages must be replied to within 3 minutes,” she added.

Pemkot Bandung is also preparing sanctions for ASN who violate the rules during WFH implementation. The types of sanctions are being further developed in accordance with applicable regulations.
