Bandung DPRD Tightens Oversight on Regional Hospital and Inspectorate Building Construction
The Bandung City DPRD has begun mapping a number of risks in the construction of the Bandung City Regional General Hospital (RSUD) building and the Regional Inspectorate building. The move is intended to ensure the strategic projects proceed on target without creating legal problems or budget overruns.
Mitigation efforts were discussed through a Focus Group Discussion (FGD) on Risk Mitigation for the Implementation Process of the Regional Inspectorate Building and Bandung City RSUD Building construction at the Shakti Hotel Bandung on Thursday (23/7).
Bandung City DPRD Chairman Asep Mulyadi, Deputy Chairman I Toni Wijaya, Deputy Chairman III Rieke Suryaningsih, leaders and members of the DPRD’s Special Committee 17, regional apparatus, and relevant stakeholders attended the forum.
During the discussion, the DPRD identified at least three groups of risks that need attention during the construction process.
First, administrative and legal risks. The entire process, from planning and procurement to tendering and multi-year contracts, must be carefully structured to avoid legal problems or audit findings in the future.
Second, technical and quality risks. The construction of the RSUD and Inspectorate building are projects related to strategic public service facilities. Therefore, construction quality, technical specifications, environmental aspects, and safety standards must remain a priority.
Third, risks of delay and cost overruns. The DPRD has asked that all potential obstacles be anticipated from the earliest stage so the projects do not experience delays that lead to increased construction costs.
Deputy Chairman I of the Bandung City DPRD Toni Wijaya stressed that the FGD must not stop at conceptual discussion. According to him, the forum’s results must be translated into a clear risk mapping, complete with mitigation steps and the division of roles for each party.
“My hope is that this follow-up FGD does not stop at mere conceptual discussion. The results must produce a clear risk mapping and mitigation matrix, complete with division of roles, anticipatory steps, and resolution mechanisms should obstacles arise during implementation,” Toni said in a statement quoted on Sunday (9/8).
According to Toni, collaboration between the DPRD, regional apparatus, and project implementers is important to ensure every stage of construction proceeds in accordance with regulations.
In the mitigation process, the Regional Inspectorate is expected to act as an early warning system to ensure construction is carried out in line with the principles of good governance, transparency, and accountability.
Meanwhile, the Bandung City Health Office has a role in preparing various scenarios during the construction transition period so that health services to the public continue to run optimally amid the RSUD construction process.
On the other hand, the Bandung City DPRD will carry out its budgeting and oversight functions to ensure the construction of the two buildings is completed on time, to the required quality and budget, and provides maximum benefit to the public.
Previously, the FGD had also produced a number of agreements, including a common understanding of regulations, support for the multi-year financing scheme, and legal certainty as the basis for project implementation.
In the next stage, all discussion results will be translated into concrete steps through comprehensive risk mapping and mitigation.
The DPRD stressed that the success of the RSUD and Inspectorate building construction is not only measured by the completion of construction, but also by the government’s ability to ensure the projects are delivered on time, to the right quality and budget, have a strong legal basis, and provide maximum benefit to the people of Bandung City.
“Collaboration, early mitigation, and strict oversight are the keys to the success of strategic projects for better public services,” said Toni.
