Bandung Council Committee Reviews Readiness for New Regional Hospital Building
The Regional Regulation Formation Agency (Bapemperda) of the Bandung City Council (DPRD) conducted a working visit to the Bandung City Regional Public Hospital (RSUD) last weekend. The visit was part of preparations for discussing the Draft Regional Regulation (Ranperda) concerning the Construction of the Regional Inspectorate Building and the Bandung City Regional Public Hospital under a multi-year budgeting scheme.
Chairman of Bapemperda DPRD Bandung, Dudy Himawan, stated that the construction of the new RSUD Bandung building is a strategic project expected to improve the quality of health services for the community. Therefore, the construction process must be accompanied by good governance and strong legal certainty.
‘The construction of the new RSUD Bandung building is a strategic regional project to improve the quality of public health services. Support must be accompanied by strengthened governance, legal certainty, and guaranteed service continuity for the community,’ Dudy said.
According to him, the development of health facilities should not only focus on providing more representative infrastructure but must also ensure that services to the public continue to run optimally during the construction process. Dudy stressed that the public’s right to obtain health services must not be disrupted by the implementation of the construction project. Therefore, the regional government needs to prepare anticipatory measures through a mature and measurable service transition plan.
He explained that formulating a service transition scheme is crucial to avoid a decline in health service capacity during the construction of the new building. As part of its legislative and oversight functions, Bapemperda DPRD Bandung also conveyed several strategic recommendations. First, ensure the continuity of health services so that the public continues to receive reliable services during the construction period. Second, maintain patient safety and comfort by guaranteeing the security of clinical services.
Additionally, Bapemperda emphasised the importance of fulfilling all licensing aspects and statutory provisions to provide legal certainty for the project. Budget accountability is also a concern so that the use of public funds can be carried out transparently and responsibly.
Dudy assessed that the success of constructing the new RSUD Bandung building is not solely measured by the erection of the physical structure, but also by the government’s ability to maintain the quality of health services while the project is underway. ‘The construction of the new RSUD Bandung building is a long-term investment that will provide significant benefits for improving public health services in Bandung City. Therefore, the entire construction process must be carried out under strict supervision so that the development objectives can be achieved optimally,’ he stated.
