The Bandung City Regional Council (DPRD) is currently discussing a Regional Regulation draft (Raperda) concerning the Grand Design of Population Development 2025–2045. This regulation is being prepared as a strategic measure to structure the city’s long-term future.

The Raperda is designed as a 20-year population development roadmap. Beyond addressing population growth, the policy also focuses on improving human resource quality, population distribution, and the region’s capacity to accommodate community activities.

Andri Gunawan, Chair of the Special Committee (Pansus) 11 of the Bandung City Regional Council, emphasised that city development should not focus solely on short-term needs. According to him, a city the size of Bandung requires careful planning to remain a comfortable place to live for future generations.

“We often focus too much on today’s and tomorrow’s needs. What is more important is ensuring this city remains a suitable place to live for our grandchildren,” said Andri Gunawan on Saturday, 28 February 2026.

Anticipating Population Problems

Andri explained that without comprehensive population planning, various problems could emerge in the future. These range from increasing population density and pressure on city infrastructure to the emergence of increasingly complex social issues.

Consequently, Pansus 11 is encouraging the involvement of all stakeholders in drafting the regulation. Cross-sector collaboration is considered important so that the grand design developed becomes not merely a planning document, but a genuine guide for the city’s development direction.

Currently, discussions on the Grand Design for Population Development 2025–2045 Raperda continue to be refined. The DPRD hopes that this regulation will serve as a strategic foundation for sustainable development in Bandung over the next two decades.
