Bandung City Regional Assembly Accelerates Draft Regulation on Public Order, Peace and Community Protection
The Special Committee (Pansus) 13 of Bandung City’s Regional Assembly continues to accelerate discussions on a Draft Regional Regulation (Raperda) concerning the Implementation of Public Order, Peace, and Community Protection. This regulation is being prepared as a legal framework to strengthen city governance, making it more orderly, safe, and responsive to residents’ needs.
Member of Pansus 13, H. Andri Rusmana, S.Pd.I, M.A.P, stated that discussions are being conducted in stages and intensively with various regional apparatus organisations (OPD).
“We are currently focusing on understanding the substantive material, which consists of 63 articles across 18 chapters. We have already discussed several aspects, including road and transport traffic order, social order, and health order,” he said.
In the draft regulation, Chapter III specifically regulates the Implementation of Public Order, containing 12 aspects. These include environmental order, cleanliness, building structures, green areas and public facilities, rivers and drainage, certain business activities, street vendors, billboards, and spatial order.
According to Andri, the material already thoroughly examined includes road and transport traffic order, social order, health order, and certain business activities, with further discussions scheduled for February 3, 2026. Meanwhile, eight other aspects still require deeper study to ensure the resulting regulations are comprehensive and applicable in the field.
“Although the material scope is broad, we are committed to formulating regulations that are not only firm in enforcement but also guarantee community protection and social justice,” he emphasised.
The discussions also involve the Satpol PP (Civil Service Police), Department of Social Affairs, Department of Health, Department of Investment and One-Stop Service, Department of Trade and Industry, Department of Culture and Tourism, Legal Division, and the academic manuscript drafting team. Pansus 13 ensures the process proceeds carefully and remains open to various inputs.
Andri hopes that the regulation will eventually have legal certainty and be realistically applied.
“We want this regulation to truly become a comprehensive solution to the public order problems in Bandung City,” he concluded.
