The Bandung City Government and the Bandung City Regional People’s Representative Council (DPRD) have agreed to pass two draft local regulations into bylaws during a plenary session on Wednesday. The two bylaws concern the Implementation of Public Order, Peace, and Community Protection, as well as the Prevention and Control of Risky Sexual Behaviour and Sexual Deviance. Mayor Muhammad Farhan expressed his appreciation to the DPRD leadership and all members, especially the special committees, for their dedication and commitment in completing the deliberations on both bylaws. Farhan stated that the two bylaws play a crucial role as a legal foundation for maintaining public order while strengthening community protection in Bandung. He noted that the regulations address the implementation of public order, peace, and community protection, as well as how to shield the public from various risky behaviours that violate social norms and religious values upheld by the community. Prior to the decision, the DPRD received reports from the special committees. The committee for the public order bylaw explained that its formulation was necessary to align regulations with the evolving dynamics of society, urban growth, and changes in higher legislation. Through this bylaw, the city government is expected to have a stronger legal basis for maintaining public order, creating a sense of security, and enhancing protection for residents. Meanwhile, the committee for the sexual behaviour bylaw clarified that it was drafted as a preventive measure to address various social and health issues emerging in the community. The committee also stressed that the bylaw is not intended to create discriminatory treatment against any group or individual. Its provisions focus on prevention, control, protection, rehabilitation, guidance, and administrative sanctions within the authority of the local government. Following joint discussions between the DPRD and the city government, all factions in the plenary session approved the two draft bylaws to be enacted as Bandung City Regional Regulations. The city government hopes these bylaws will serve as effective legal instruments in creating a safe, orderly, and comfortable Bandung, while providing more optimal protection for all citizens.
