Bandarlampung Issues Over 51,000 Business Identification Numbers Since OSS Launch
LAMPUNG — The Investment and One-Stop Integrated Services Agency (DPMPTSP) of Bandarlampung has issued 51,630 Business Identification Numbers (NIB) since the implementation of the Online Single Submission (OSS) system on 4 August 2021 through to 7 July 2025.
"The issuance of NIBs is a strong indicator of economic growth momentum and the entrepreneurial spirit of the city's residents," said Head of DPMPTSP Bandarlampung Muhtadi Arsyad Temenggung on Tuesday (8 July 2025).
"NIB is the legal identity of business operators. This figure shows that public interest in starting businesses continues to rise. The OSS data is real-time and continues to grow daily," he said.
Of the total NIBs issued, 51,613 belong to domestic investment (PMDN) business operators, whilst only 17 NIBs originate from foreign investment (PMA). "This shows that business growth is predominantly driven by local operators," he explained.
Furthermore, Micro, Small and Medium Enterprises (MSMEs) are the largest contributors with 51,267 NIBs, far exceeding large-scale or non-MSME businesses which recorded only 363 NIBs.
According to Muhtadi, a single NIB can cover more than one business project depending on its scale and type, with one NIB potentially encompassing two to four business activities. Consequently, the total number of KBLI codes (Indonesian Standard Industrial Classification) issued reached 117,942 — more than double the number of NIBs.
The OSS system classifies businesses based on risk level, from low to high. "Low risk accounts for 7,891 NIBs (66.4 per cent), medium-low risk 12,499 NIBs, medium-high risk 20,299 NIBs (17.2 per cent), and high risk 6,853 NIBs (5.8 per cent)," Muhtadi explained.
This data indicates that the majority of business operators in Bandarlampung start with low-risk business types, which are generally easier in terms of licensing and capital requirements.
Regarding geographical distribution, Sukarame sub-district recorded the highest number of NIBs at 10,780, making it the area with the most dynamic economic activity. Following behind are Tanjung Senang with 8,130 NIBs, Way Halim with 8,078 NIBs, Rajabasa with 8,020 NIBs, and Kemiling with 945 NIBs.
Sukarame's dominance is closely linked to the growth of residential areas, shopping centres, and strategic transport access. "The most dominant business sector is culinary. The culinary sector reflects market tastes and the ever-growing needs of the community," he said.
With the risk-based OSS system, business operators no longer need to go through complicated processes to obtain legal status. This has become a particular attraction for MSMEs seeking to expand their markets, access financing, and participate in government procurement of goods and services.
